Análise das proficiências em processos da gestão da inovação tecnológica em empresas industriais no Paraná

This empirical study investigates the main determinants of the proficiency of industrial companies in the state of Paraná in the following processes of technological innovation management: strategic planning of technology, management of intellectual property, technological forecasting and monitoring, management of R&D projects, management of partnerships with universities and research centres, management of public financial incentives, management of standards and technical regulations, and management of industrial design. We used data collected by the Economic Department of the Federation of Industries of the State of Paraná. We built probit econometric models, in which the dependent variable is the proficiency in each process, and the explanatory variables measure characteristics of the company and of the context in which it operates. Results showed that the processes for which companies consider themselves less proficient are the management of partnerships with universities and research centres, and the management of public financial incentives. The main determinants identified were the formal assignment of responsibility for the management of innovation, and the organizational structure to support innovation policy. On the other hand, variables associated with the location of the company, the number of training hours, and the percentage of use of public and private resources were of little relevance to explain the proficiencies of companies in processes of technological innovation management. Some unexpected associations between variables were found: a) an association between the firm's location in the metropolitan region of Curitiba and a lower proficiency in management of public financial incentives; b) an association between higher percentages of use of public financial resources and lower proficiencies in both intellectual property management and technological forecasting and monitoring; c) an association between a higher technological intensity of the sector in which the company operates and a lower proficiency in industrial design management. The results highlight possible ameliorative steps companies can take, such as the formalization of assigning responsibility for innovation management, the organization of R&D centres, and the establishment of partnerships with universities and research centres. The results also call attention to measures that could contribute to more effective public policies: a) implementation of R&D centres; b) fostering partnerships between companies and universities and research centres.
