From beliefs to pork: three tales that Brazilian political institutions matter

Resumo: In this multiple paper thesis, I discuss why and how Brazilian Political Institutions matter, from different standpoints. The first paper underscores how a dominant belief in social inclusion not only shaped Brazilian post-1988 institutions, but also still dominate the political policy preferences of politicians regardless of their ideological orientation. Based on a unique survey with Brazilian legislators and their roll call voting records, I compare the degree of consistency between what lawmakers say and how they behave. The results demonstrate that although social inclusion is the spoken imperative among legislators, neither ideology nor spoken beliefs appear to shape the voting behavior in Congress. When we observe actual roll call voting behavior, the division between government and opposition distinguishes itself as the principal cleavage. Therefore, a gap exists between what politicians say they believe and how they vote. My second paper examines the effects of Presidential Coalition Management strategic decisions in Governing Costs. I apply Principal Components Analysis to create an innovative Governing Costs Index and regress this Index by Coalition Management variables through a first-differences panel. Results indicate that ideological heterogeneous and disproportional coalitions tend to be more expensive over time, so Presidential individual decisions and styles matter. Notwithstanding, this coalition management specific strategy profile will not be more efficient in granting political support for the President. Finally, the third paper investigates career patterns of state legislators in Brazil and the effects of their legislative performance on reelection probability. The main empirical findings suggest that the majority of state legislators run for reelection and those that decide to do so are successfully reelected, similarly to what happen at the national legislative counterpart. This empirical finding might be associated to the degree of institutional coincidence between state assemblies and national Congress, which reinforces the idea that endogenous institutional aspects may have an effect on electoral performance. On the other hand, legislative performance inside state legislatures provides a positive and statistically significant effect on reelection. While in 2002 voters tended to reelected legislators that presented only symbolic bills, in 2006 the substantive bills turned to be significant. It might suggest that Brazilian voters are moving in the direction of universalistic material goods, such as budgeting and public policies, rather than particularistic symbolic goods, like changing a street name.

Nela enfrento o desafio teórico de apontar os limites das abordagens puramente institucionalistas e questionar os efeitos distintos das escolhas, estratégicas ou não, que os agentes políticos fazem dentro de diferentes situações no mesmo contexto institucional. No primeiro artigo, aponto de que forma uma crença dominante em inclusão social conformou não apenas a Constituição de 1988, mas segue sendo o principal modelo mental a orientar as preferências políticas gerais dos atores, a despeito de suas inclinações ideológicas mais à esquerda ou à direita. Baseado na relação entre um 'survey' único, aplicado aos legisladores, e seus registros de votações nominais, investigo o grau de consistência entre o que afirmam pensar e como votam. Ao observar os padrões de votação, verifica-se que a clivagem principal é entre oposição e governo e que existe um desencontro entre o que os políticos falam e o que fazem. Meu segundo artigo investiga os efeitos das decisões estratégicas de gerência de coalizão do Presidente nos custos para governar. Aplico uma técnica de análise fatorial para construir um índice inédito que mede Custos de Governabilidade. Estimo o efeito das escolhas de gerência de coalizão (tamanho, heterogeneidade ideológica e proporcionalidade) neste índice, através de um painel baseado em primeiras diferenças, por cerca de cinco mandatos presidenciais (FHC, Lula e Dilma). Demonstro que coalizões ideologicamente heterogêneas e cuja distribuição de poder é desproporcional tendem a ser mais caras ao longo do tempo. Além de mais custosa, esta estratégia de gerência não necessariamente será mais eficiente na geração de apoio político. Finalmente, o terceiro artigo investiga os padrões de carreira dos legisladores estaduais no Brasil e os efeitos de seu desempenho legislativo sobre a probabilidade de reeleição. Os principais resultados empíricos sugerem que a maioria dos legisladores estaduais concorre à reeleição e que aqueles que decidirem fazê-lo logram êxito, à semelhança do que acontece na esfera nacional. Esta constatação empírica pode estar associada com o grau de similaridade institucional entre Assembléias Estaduais e Congresso Nacional. Esta conclusão reforça a ideia de que aspectos institucionais endógenos podem ter um efeito sobre o desempenho eleitoral. Por sua vez, o desempenho legislativo na esfera estadual tem efeito positivo e estatisticamente significativo sobre a reeleição. Entretanto, enquanto, em 2002, os eleitores tendem a reeleger legisladores que apresentaram apenas projetos de lei 'simbólicos', em 2006 as leis 'substantivas' passam a ser relevantes. Este resultado pode sugerir que os eleitores brasileiros estão se movendo na direção de valorizar bens materiais universalistas, como as políticas públicas substantivas, em vez de bens simbólicos e description In this multiple paper thesis, I discuss why and how Brazilian Political Institutions matter, from different standpoints. The first paper underscores how a dominant belief in social inclusion not only shaped Brazilian post-1988 institutions, but also still dominate the political policy preferences of politicians regardless of their ideological orientation. Based on a unique survey with Brazilian legislators and their roll call voting records, I compare the degree of consistency between what lawmakers say and how they behave. The results demonstrate that although social inclusion is the spoken imperative among legislators, neither ideology nor spoken beliefs appear to shape the voting behavior in Congress. When we observe actual roll call voting behavior, the division between government and opposition distinguishes itself as the principal cleavage. Therefore, a gap exists between what politicians say they believe and how they vote. My second paper examines the effects of Presidential Coalition Management strategic decisions in Governing Costs. I apply Principal Components Analysis to create an innovative Governing Costs Index and regress this Index by Coalition Management variables through a first-differences panel. Results indicate that ideological heterogeneous and disproportional coalitions tend to be more expensive over time, so Presidential individual decisions and styles matter. Notwithstanding, this coalition management specific strategy profile will not be more efficient in granting political support for the President. Finally, the third paper investigates career patterns of state legislators in Brazil and the effects of their legislative performance on reelection probability. The main empirical findings suggest that the majority of state legislators run for reelection and those that decide to do so are successfully reelected, similarly to what happen at the national legislative counterpart. This empirical finding might be associated to the degree of institutional coincidence between state assemblies and national Congress, which reinforces the idea that endogenous institutional aspects may have an effect on electoral performance. On the other hand, legislative performance inside state legislatures provides a positive and statistically significant effect on reelection. While in 2002 voters tended to reelected legislators that presented only symbolic bills, in 2006 the substantive bills turned to be significant. It might suggest that Brazilian voters are moving in the direction of universalistic material goods, such as budgeting and public policies, rather than particularistic symbolic goods, like changing a street name.
