No primeiro capítulo, entitulado "Should Governments Tax Commodities Uniformly?

We aim to understand how changes in the tax structure affect the welfare and growth of the economy, considering the behavior of economic agents to avoid paying taxes. In particular, we consider both tax evasion (firms reporting less revenue than they should) and tax avoidance, where firms choose among different tax regimes (informality and Simples Nacional). In the first chapter, titled Should Governments Tax Commodities Uniformly? Theory and Evidence from Brazil, we revisit the classical literature on optimal consumption taxation, taking into account that firms may engage in tax evasion, declaring only part of the taxes due. In our model, the optimality of uniform taxation (Atkinson & Stiglitz, 1972) no longer holds. The welfare-maximizing tax rate structure is differentiated, accounting for the extent to which firms evade taxes and the cost of engaging in such evasion. We take advantage of an event resembling a natural experiment that occurred in Brazil in 1999 to estimate tax compliance elasticities across various sectors in the economy. Finally, we calibrate our model and quantify the additional welfare gain of the optimal tax structure compared to uniform taxation. The second chapter, titled Brazilian Tax Reform: heterogeneous Firms, informality, and a special tax regime, addresses the recently approved consumption tax reform (Constitutional Amendment 132/2023). We use a heterogeneous firm model to simulate the effects of the reform, considering that companies, in response to the prevailing tax structure, will choose which tax regime to operate under. Specifically, we consider three tax regime choices: (i) the general regime (which combines the Lucro Real and Lucro Presumido); (ii) the informal regime, where firms do not pay taxes; and (iii) the Simples Nacional regime, where companies have a simplified and reduced tax structure.engTaxação Ótima de ConsumoEvasão FiscalElisão FiscalEconomiaImpostosReforma tributáriaSonegação fiscalElisão description Esta tese é composta de dois capítulos independentes sobre taxação de consumo no Brasil. No primeiro capítulo, entitulado "Should Governments Tax Commodities Uniformly?
