Resumo: | Por que tantos trabalhadores informais recebem exatamente o salário mínimo? Argumentamos que esse fenômeno, conhecido como efeito farol, existe porque o salário m mínimo reduz os custos de otimização das firmas e funciona como um ponto de referência para a determinação de salários. Desenvolvemos um modelo de dois setores com competição monopsonística e fricções de otimização que gera distribuições salariais de equilíbrio com massas de trabalhadores no salário mínimo em ambos os setores, e o estimamos com dados brasileiros para avaliar os efeitos do aumento de 60% no salário mínimo real observado entre 2003 e 2012. Modelar o efeito farol e´ importante: ignorar a massa de trabalhadores informais ganhando o salário mínimo superestima seus impactos sobre a desigualdade salarial informal e altera de forma substantiva os parâmetros estruturais estimados. O aumento do salário mínimo explica quase a totalidade da queda na desigualdade salarial no setor formal e 38% da redução observada na desigualdade salarial total entre 2003 e 2012, gerando pequenos aumentos na informalidade e no desemprego. |

We argue that this phenomenon, known as the lighthouse effect, exists because the minimum wage lowers optimization costs for firms and serves as a benchmark for fair pay. We develop a dual-sector model with monopsonistic competition and mis-optimization frictions that generates equilibrium wage distributions featuring bunching at the minimum wage and missing masses around it in both sectors, and estimate it using Brazilian data to assess the effects of the 60% increase in the real minimum wage observed between 2003 and 2012. Modeling lighthouse effects matters: ignoring the informal spike overstates the effect of minimum wage increases on informal wage inequality and meaningfully alters estimated structural parameters. The minimum wage increase accounts for nearly the entire decline in formal wage inequality and for 38% of the observed decrease in total wage inequality between 2003 and 2012, while leading to small Por que tantos trabalhadores informais recebem exatamente o salário mínimo? Argumentamos que esse fenômeno, conhecido como efeito farol, existe porque o salário m mínimo reduz os custos de otimização das firmas e funciona como um ponto de referência para a determinação de salários. Desenvolvemos um modelo de dois setores com competição monopsonística e fricções de otimização que gera distribuições salariais de equilíbrio com massas de trabalhadores no salário mínimo em ambos os setores, e o estimamos com dados brasileiros para avaliar os efeitos do aumento de 60% no salário mínimo real observado entre 2003 e 2012. Modelar o efeito farol e´ importante: ignorar a massa de trabalhadores informais ganhando o salário mínimo superestima seus impactos sobre a desigualdade salarial informal e altera de forma substantiva os parâmetros estruturais estimados. O aumento do salário mínimo explica quase a totalidade da queda na desigualdade salarial no setor formal e 38% da redução observada na desigualdade salarial total entre 2003 e 2012, gerando pequenos aumentos na informalidade e no desemprego. |
