Resumo: | The objective of this Thesis is to comprehend the actions of the Left Wing parties to the agenda of public management reforms. More specifically, this study seeks to understand the motivations of governments led by Left Wing parties to expand and consolidate partnerships with Social Organizations (OS) for the provision of public services – policy focused on public administration, criticized by those parties and against the interests of a part of its social base: the civil service. This research contributes to the debate by bringing together the topic of public administration to the political debate. For some authors, this is one of the main difficulties of the studies of public management. To achieve this goal we conducted a study of multiple cases in the states of Bahia and Pernambuco during the government of Workers’ Party (PT) and Brazilian Socialist Party (PSB). Both cases were selected by the fast expansion of the partnerships with OS. The survey results indicate that the expansion of the partnership with the Social Organizations was motivated by budget constraint, the inefficiency of public services and the intrinsic characteristics of the model, especially those with the power to make it more agile. The situation of severe sectoral crisis – health, in both cases studied – was a key factor in the expansion of the model. The survey also found that political resistance was minimized by the coalition, and to decrease the resistance of the social base, governments approached the unions and class categories |

Especificamente, este estudo busca entender as motivações e interesses de governos liderados por partidos de esquerda ao expandirem e consolidarem parcerias com Organizações Sociais (OS) para provisão de serviços públicos – política voltada para a gestão pública, criticada por aqueles partidos e que contraria o interesse de parte de sua base social: o funcionalismo público. A pesquisa contribui para o debate ao intricar ao tema da gestão pública o debate político. Para alguns autores, esta é uma das principais lacunas dos estudos da área. Para atingir este objetivo foi realizado um estudo de casos múltiplos nos estados da Bahia e Pernambuco durante os governos do Partido dos Trabalhadores (PT) e Partido Socialista Brasileiro (PSB). Dentre as experiências estaduais recentes, os casos selecionados se destacam pela rápida expansão das parcerias com OS. Os resultados da pesquisa apontam que a expansão da parceria com as Organizações Sociais nos dois governos foi motivada pelas restrições orçamentárias, pela ineficiência dos equipamentos públicos e pelas características intrínsecas ao modelo, principalmente aquelas com poder de torná-lo mais ágil. A situação de grave crise setorial – saúde, nos dois casos estudados – foi fator chave para a expansão do modelo. A pesquisa também identificou que as resistências políticas foram minimizadas através da ampliação das alianças políticas e da distribuição de cargos e, para diminuir as resistências da base social The objective of this Thesis is to comprehend the actions of the Left Wing parties to the agenda of public management reforms. More specifically, this study seeks to understand the motivations of governments led by Left Wing parties to expand and consolidate partnerships with Social Organizations (OS) for the provision of public services – policy focused on public administration, criticized by those parties and against the interests of a part of its social base: the civil service. This research contributes to the debate by bringing together the topic of public administration to the political debate. For some authors, this is one of the main difficulties of the studies of public management. To achieve this goal we conducted a study of multiple cases in the states of Bahia and Pernambuco during the government of Workers’ Party (PT) and Brazilian Socialist Party (PSB). Both cases were selected by the fast expansion of the partnerships with OS. The survey results indicate that the expansion of the partnership with the Social Organizations was motivated by budget constraint, the inefficiency of public services and the intrinsic characteristics of the model, especially those with the power to make it more agile. The situation of severe sectoral crisis – health, in both cases studied – was a key factor in the expansion of the model. The survey also found that political resistance was minimized by the coalition, and to decrease the resistance of the social base, governments approached the unions and class categories |
