A pesquisa utiliza como base os dados e informações obtidos dentro da IFES e nas legislações vigentes que regem as contratações públicas, de forma que possibilite elaborar uma análise por meio da triangulação de dados obtidos em três fontes distintas, cuja análise qualitativa ocorreu sob a perspectiva do pesquisador-servidor da organização. Os resultados apresentados demonstram a perspectiva das práticas e mecanismos de governança dos gestores da alta gestão e dos servidores da Coordenadoria de Compras, Contratos e Licitações - CCCL, além da análise processual, cujo produto final apresenta-se por meio da análise interna da IFES, redução e apresentação dos dados obtidos na legislação vigente sobre licitações e contratos, análise dos pontos de melhoria da estrutura de governança e, por fim, uma proposta de intervenção a ser aplicada, de forma que seja possível aplicar todo o resultado da pesquisa de forma pontual, clara e descrevendo os resultados esperados. Como resultado do estudo, obteve-se a percepção de que a IFES em análise está em processo de aprendizagem e aprimoramento das questões relativas à governança, com muitas práticas já em utilização, de forma que os ajustes pontuais sugeridos por este estudo poderão elevar o nível de maturidade da organização, contribuindo para o aprimoramento interno e a maior geração de valor ao público-usuário dos serviços ofertados pela organização.The present study examines the governance theme in public procurements within a Instituição Federal de Ensino Superior (Federal Higher Education Institution), using federal legislation and control entities such as the Tribunal de Contas da União (Federal Court of Auditors) and the Controladoria Geral da União (Comptroller General of the Union) as a basis. The research is based on data and information obtained within the Institution and current legislation governing public procurements, allowing for an analysis through data triangulation from three distinct sources. The qualitative analysis was conducted from the perspective of a researcher/public server the organization. The results presented depict the perspective of governance practices and mechanisms of top management and the staff of the Coordenadoria de Compras, Contratos e Licitações (Coordination of Purchases, Contracts, and Bidding), as well as a procedural analysis. The final product is presented through an internal analysis of the Institution, a reduction and presentation of data obtained from current legislation on bidding and contracts, an analysis of governance structure improvement points, and ultimately, a proposed intervention to be applied. This allows for the precise application of the research findings, clearly describing the expected results. As a result of the study, it was perceived that the analyzed Institution is in a learning and improvement process regarding governance issues, with many practices already in use.
