Problema: Identificar e analisar formas de acesso e perfectibilização da justiça social, sobretudo através do pilar da assistência, durante a pandemia causada pelo coronavírus. Hipótese(s): A garantia dos direitos que compõe a seguridade social, justamente os voltados para a assistência, pode trazer inúmeros benefícios não somente para a sociedade que seria beneficiária direta, mas também para o próprio Estado enquanto sujeito com o dever de proporcionar uma maior justiça social. Objetivos: O objetivo geral da pesquisa é compreender o pilar da assistência dentro do tripé da seguridade social e sua importância num cenário de pandemia causado pelo coronavírus e analisar sua disponibilidade e efetivação pelo Estado em prol da justiça social para a sociedade que se encontra em situação de vulnerabilidade social em sentido amplo. Os objetivos específicos serão compreender o processo de formação da assistência no Brasil, introduzir a crise sanitária de 2020 e analisar suas ferramentas de proteção social para, ao final, examinar a acessibilidade e eficácia dos benefícios assistenciais do ponto de vista da sociedade e do Estado. Metodologia: Quanto ao seu objetivo será uma pesquisa exploratória. No que tange à fonte dos dados, será uma pesquisa bibliográfica, voltada para o estudo de bibliografias, livros, artigos científicos e legislações. Sobre o procedimento de coleta de dados, a pesquisa se classifica como qualitativa. A partir da coleta de referenciais advindos do levantamento bibliográfico e documental, terá início a análise crítica do trabalho, buscando compreender a problemática que motivou a pesquisa para se chegar nas reflexões finais. Resultado: Foi possível verificar que a construção da assistência no país que contemple o maior número de pessoas possível é um processo ainda em formação, apesar de sua necessidade urgente. Essa condição tomou proporção maior durante a pandemia. A busca pela justiça social, independente da forma de concepção, deve ser prioridade num país marcado por diversas formas de desigualdade social. A argumentação apresentada possibilitou a confirmação da hipótese. Contribuições: O trabalho a seguir desenvolvido pretende contribuir academicamente sobre o tema para alunos(as), professores(as), juristas e, principalmente, para a sociedade enquanto beneficiária final da assistência social, visto a escassez de trabalhos que tratem sobre assistência social e pandemia no Brasil. Aderência ao Programa: O estudo adere à área de concentração do PPGDJS, linha de pesquisa Cidadania, Educação e Sustentabilidade e seus respectivos projetos e programas, como o CIDIJUS, tendo em vista que traz reflexões sobre direitos sociais capazes e responsáveis por promoverem a justiça social.Theme: This dissertation deals with access to social justice through social assistance during the COVID-19 pandemic in Brazil. Problem: Identify and analyze ways of accessing and improving social justice, especially through the assistance pillar, during the pandemic caused by the coronavirus. Hypothesis(s): Guaranteeing the rights that make up social security, precisely those aimed at assistance, can bring countless benefits not only to the society that would be a direct beneficiary, but also to the State itself as a subject with the duty to provide greater social justice. Objectives: The general objective of the research is to understand the pillar of assistance within the tripod of social security and its importance in a pandemic scenario caused by the coronavirus and to analyze its availability and implementation by the State in favor of social justice for the society that finds itself in situation of social vulnerability in a broad sense. The specific objectives will be to understand the process of formation of assistance in Brazil, present the 2020 health crisis and analyze its social protection instruments to, in the end, examine the accessibility and effectiveness of assistance benefits from the point of view of society and the State. Methodology: As for its objective, it will be exploratory research. Regarding the source of data, it will be a bibliographical research, focused on the study of bibliographies, books, scientific articles and legislation. Regarding the data collection procedure, the research is classified as qualitative. From the collection of references arising from the bibliographic and documentary survey, the critical analysis of the work will begin, seeking to understand the problem that motivated the research to arrive at the final reflections. Result: It was possible to verify that the construction of assistance in the country that covers the largest number of people possible is a process still in formation, despite its urgent need. This condition took on greater proportions during the pandemic. The search for social justice, regardless of how it is conceived, must be a priority in a country marked by various forms of social inequality. The arguments presented made it possible to confirm the hypothesis. Contributions: The work developed below intends to contribute academically on the topic for students, teachers, jurists and, mainly, for society as the final beneficiary of social assistance, given the scarcity of works that deal with social assistance and pandemic in Brazil.
