Resumo: This work brings as a research problem the socio-political scenario in which the policies for higher education in Brazil are currently established, particularly regarding the implications of the processes of transnational regulation and market privatization in the reconfiguration of the national system that organizes the sector, in this step unveiling the development trends and impacts on the country. Take the case of Faculdade de Macapá (FAMA), state of Amapá, for empirical study, focusing on the political-institutional and pedagogical reconfiguration that it experienced after its acquisition by the Brazilian private educational conglomerate Kroton Educacional. The guiding question of the research was: What are the changes produced in the institutional policy and in the academic management of the Faculty of Macapá after being acquired by Kroton? From this main question, other questions arose that required further study in the form of secondary questions: What are the macro-political foundations that have guided transnational regulation in the construction of national policies for higher education in the last three decades? What are the legal and market mechanisms used by educational companies to establish their private-market participation in Brazil? That said, the general objective of the research was to understand the change processes applied to FAMA / Kroton in its private- mercantile constitution, in two keys: institutional policy and academic management. In order for the general objective of this work to be achieved, an attempt was made to approach more specific objectives, namely: To analyze the political foundations of the transnational regulation processes that have guided the field of Brazilian higher education policies in recent decades; analyze political speeches and legal practices that have acted in the direction of privatization of a commercial nature in the sector. It is a qualitative research, at the same time bibliographic, documentary and empirical. In addition to the literature review on the recent policy for Brazilian higher education, the review of public documents of the institutions involved and the legislation for the sector, semi-structured interviews were conducted with managers and teachers who experienced the process of changes in FAMA after its incorporation by Kroton. In the analysis of the collected data the Categorical Analysis technique was used and the theoretical references of the study are in the field of Political Sociology of Education, with emphasis on the analytical categories Transnational Regulation, Mercantile Privatization and Academic Management. The thesis defended in this work is that the process of private-mercantile reconfiguration of the Brazilian higher education system tends to institute a corporate, pragmatic and functional institutional policy pattern to the accumulation system. The main conclusions of the study lead to the affirmation of this thesis, given that academic research and interview data indicate that both institutional policy and academic management processes aim to adapt the acquired institution to objectives of a marketing nature.

Tome el caso de la Faculdade de Macapá (FAMA), estado de Amapá, para un estudio empírico, centrándose en la reconfiguración político-institucional y pedagógica que experimentó después de su adquisición por el conglomerado educativo privado brasileño Kroton Educacional. La pregunta guía de la investigación fue: ¿Cuáles son los cambios producidos en la política institucional y en la gestión académica de la Facultad de Macapá después de ser adquirida por Kroton? A partir de esta pregunta principal, surgieron otras preguntas que requirieron un estudio adicional en forma de preguntas secundarias: ¿Cuáles son los fundamentos macropolíticos que han guiado la regulación transnacional en la construcción de políticas nacionales para la educación superior en las últimas tres décadas? ¿Cuáles son los mecanismos legales y de mercado utilizados por las empresas educativas para establecer su participación privado-comercial en Brasil? Dicho esto, el objetivo general de la investigación era comprender los procesos de cambio aplicados a FAMA / Kroton en su constitución privado-mercantil, en dos claves: política institucional y gestión académica. Para lograr el objetivo general de este trabajo, se intentó abordar objetivos más específicos, a saber: analizar los fundamentos políticos de los procesos de regulación transnacionales que han guiado el campo de las políticas de educación superior brasileñas en las últimas décadas; Analizar los discursos políticos y las prácticas jurídicas que han actuado en la dirección de la privatización de carácter comercial en el sector. Esta es una investigación cualitativa, a la vez bibliográfica, documental y empírica. Además de la revisión de la literatura sobre la política reciente para la educación superior brasileña, la revisión de documentos públicos de las instituciones involucradas y la legislación para el sector, se realizaron entrevistas semiestructuradas con gerentes y maestros que experimentaron el proceso de cambios en FAMA después de su incorporación por Kroton En el análisis de los datos recopilados, se utilizó la técnica de Análisis categórico y las referencias teóricas del estudio se encuentran en el campo de la Sociología política de la educación, con énfasis en las categorías analíticas Regulación transnacional, privatización mercantil y gestión académica. La tesis defendida en este trabajo es que el proceso de reconfiguración privado-mercantil del sistema de educación superior brasileño tiende a instituir un patrón de política institucional de tipo empresarial, pragmático y funcional al sistema de acumulación. Las principales conclusiones del estudio conducen a la afirmación de esta tesis, dado que la investigación académica y los datos de la entrevista indican que tanto la política institucional como los procesos de gestión académica tienen como objetivo adaptar la institución adquirida a los objetivos de carácter comercial.Este trabalho traz como problemática de pesquisa o cenário sociopolítico em que as políticas para a educação superior no Brasil se estabelecem atualmente, particularmente quanto às implicações dos processos de regulação transnacional e privatização mercantil na reconfiguração do sistema nacional que organiza o setor, nesse passo descortinando as tendências de seu desenvolvimento e impactos no país. Toma para estudo empírico o caso da Faculdade de Macapá (FAMA), estado do Amapá, com foco na reconfiguração político- institucional e pedagógica que vivenciou após sua aquisição pelo conglomerado educacional privado brasileiro Kroton Educacional. A questão norteadora da pesquisa foi: Quais as mudanças produzidas na política institucional e na gestão acadêmica da Faculdade de Macapá após ser adquirida pela Kroton? Dessa questão principal derivaram outros questionamentos que requereram aprofundamento na forma de questões secundárias: Quais os fundamentos macropolíticos que têm orientado a regulação transnacional na construção das políticas nacionais para a educação superior nas últimas três décadas? Quais os mecanismos jurídico- legais e de mercado utilizados pelas empresas educacionais para firmar sua participação privado-mercantil no Brasil? Isso posto, o objetivo geral da pesquisa foi compreender os processos de mudança aplicados à FAMA/Kroton em sua constituição privado-mercantil, em dupla chave: política institucional e gestão acadêmica. Para que o objetivo geral deste trabalho fosse atingido, buscou-se aproximação a objetivos mais específicos, a saber: Analisar os fundamentos políticos dos processos de regulação transnacional que orientaram o campo das políticas de educação superior brasileira nas últimas décadas; analisar discursos políticos e práticas jurídico-legais que atuaram na direção da privatização de natureza mercantil no setor. Trata-se de pesquisa de abordagem qualitativa, ao mesmo tempo de natureza bibliográfica, documental e empírica. Além da revisão de literatura sobre a política recente para a educação superior brasileira, da revisão dos documentos públicos das instituições envolvidas e da legislação para o setor, foram realizadas entrevistas semiestruturadas com gestores e professores que vivenciaram o processo de mudanças na FAMA após sua incorporação pela Kroton. Na análise dos dados coletados foi utilizada a técnica de Análise Categorial e as referências teóricas do estudo estão no campo da Sociologia Política da Educação, com destaque para as categorias analíticas Regulação Transnacional, Privatização Mercantil e Gestão Acadêmica. A tese defendida neste trabalho é de que o processo de reconfiguração privado-mercantil do sistema de educação superior brasileiro tende a instituir um padrão de política institucional de tipo empresarial, pragmática e funcional ao sistema de acumulação. What are the legal and market mechanisms used by educational companies to establish their private-market participation in Brazil? That said, the general objective of the research was to understand the change processes applied to FAMA / Kroton in its private- mercantile constitution, in two keys: institutional policy and academic management. In order for the general objective of this work to be achieved, an attempt was made to approach more specific objectives, namely: To analyze the political foundations of the transnational regulation processes that have guided the field of Brazilian higher education policies in recent decades; analyze political speeches and legal practices that have acted in the direction of privatization of a commercial nature in the sector. It is a qualitative research, at the same time bibliographic, documentary and empirical. In addition to the literature review on the recent policy for Brazilian higher education, the review of public documents of the institutions involved and the legislation for the sector, semi-structured interviews were conducted with managers and teachers who experienced the process of changes in FAMA after its incorporation by Kroton. In the analysis of the collected data the Categorical Analysis technique was used and the theoretical references of the study are in the field of Political Sociology of Education, with emphasis on the analytical categories Transnational Regulation, Mercantile Privatization and Academic Management. The thesis defended in this work is that the process of private-mercantile reconfiguration of the Brazilian higher education system tends to institute a corporate, pragmatic and functional institutional policy pattern to the accumulation system. The main conclusions of the study lead to the affirmation of this thesis, given that academic research and interview data indicate that both institutional policy and academic management processes aim to adapt the acquired institution to objectives of a marketing nature.
