Resumo: This dissertation aims to analyze the impact of development policies on Local Productive Arrangements (LPAs) in Goiânia, Goiás. The motivation for this research stems from the need to understand the dynamics of urban and economic development in specific contexts, such as Goiânia, and how public policies can shape these dynamics. The central research problem is to understand how developmentalist legislation has affected Goiânia's economic development. The justification for this study lies in the idea that, by understanding the relationship between state planning and regional development, we can contribute to the formulation of more effective public policies. The adopted methodology combines the historical method, which seeks to understand the influence of the past on present society, with a qualitative approach. This approach involves a comprehensive bibliographic and documentary review, allowing for an indepth analysis of development policies and their impacts. The results indicate that state planning in Goiânia has had a significant impact on local economic development. The analysis of the selected documents allowed for an understanding of the evolution of urban planning policies in Goiânia and how they have shaped the city's economic development. Furthermore, the research revealed that development policies have a positive impact on LPAs in Goiânia, aiding economic growth, competitiveness, and collaboration among local actors. These policies are fundamental for promoting local and regional development. In conclusion, this dissertation highlights the importance of state planning and regional development policies in shaping Goiânia's economic development. It contributes to the broader discussion on development policies and offers insights into how planning can influence regional development. Nevertheless, we recognize that there is much to be explored in this field, and we hope that this research will inspire future studies on this important topic

A motivação para esta pesquisa surge da necessidade de compreender as dinâmicas de desenvolvimento urbano e econômico em contextos específicos, como Goiânia, e como as políticas públicas podem moldar essas dinâmicas. O problema central da pesquisa é entender como a legislação desenvolvimentista afetou o desenvolvimento econômico de Goiânia. A justificativa para este estudo reside na ideia de que, ao entender a relação entre planejamento estatal e desenvolvimento regional, podemos contribuir para a formulação de políticas públicas mais eficazes. A metodologia adotada combina o método histórico, que busca entender a influência do passado na sociedade atual, com uma abordagem qualitativa. Esta abordagem envolve uma revisão bibliográfica e documental abrangente, permitindo uma análise aprofundada das políticas de desenvolvimento e seus impactos. Os resultados indicam que o planejamento estatal em Goiânia teve impacto no desenvolvimento econômico local. A análise dos documentos selecionados permitiu a compreensão da evolução das políticas de planejamento urbano em Goiânia e como elas moldaram o desenvolvimento econômico da cidade. Além disso, a pesquisa revelou que as políticas de desenvolvimento têm impacto positivo nos APLs de Goiânia ajudando no crescimento econômico, a competitividade e a colaboração entre os atores locais, e são fundamentais para promover o desenvolvimento local e regional. Em conclusão, esta dissertação destaca a importância do planejamento estatal e das políticas de desenvolvimento regional na formação do desenvolvimento econômico de Goiânia contribuindo para a discussão mais ampla sobre políticas de desenvolvimento oferecendo informações sobre como o planejamento pode influenciar o desenvolvimento regional.
