Resumo: The dissertation examines the implementation of the Charge for Additional Building Rights (OODC) and its relationship with urban segregation in Goiânia. Through document analysis and literature review, the study assesses the effectiveness of the OODC as an instrument to regulate land use and redistribute the benefits of urban development. The findings indicate that, in Goiânia, due to challenges in governance and implementation, the use of OODC has contributed to over-densification in already privileged neighborhoods, while the funds collected have been largely ineffective in addressing the needs of more vulnerable areas. The capacity to counterbalance the trend towards the worsening of socio-spatial segregation is limited. The research highlights that for the OODC to fully achieve its objectives, more effective integration with other urban policies is needed, along with stricter oversight and management of resources

Através de análise documental e revisão bibliográfica, avalia-se a eficácia da OODC como instrumento para regular o uso do solo e redistribuir os benefícios do desenvolvimento urbano. Conclui-se que, em Goiânia, devido a desafios na governança e implementação, a utilização da OODC tem contribuído para um super adensamento em bairros já privilegiados, enquanto os recursos arrecadados têm sido pouco efetivos em atender às necessidades das áreas mais carentes. A capacidade de contrabalançar a tendência ao agravamento da segregação socioespacial é limitada.
