The negative impacts that humans cause to the environment in which lives are consequences attached to their own condition of existence, being rational because it operates in the processing resources available in nature in goods it deems necessary today. However, the unbridled abuse of natural resources has generated increasing counterproductive consequences (pollution, water shortages, conflicts and other disasters), making the concern for the environment and an intense feeling never seen before. Water is the natural element present in our lives, whether in its use in products that living things must, either in the composition of the human body. Thus, attention to this essential to life, the study brings to light the figure of charging for water use as an instrument of the National Water Resources, can help reduce water pollution, and to raise funds to be applied in their respective watersheds, seeking advancement, awareness, waste containment, remediation and inserting the figure of the polluter / user pays and beneficiary of a responsible and sustainable development. This charge, based on the contribution of society and established according to the characteristics of each river basin, aims to acquire resources to be used solely for the restoration, maintenance and management of the water system of the basin itself. As for the active participation of the community, it is hoped that can become conscious of the value that water has a public good and its finite character, and thus can better manage the use of this natural resource for future generations by ensuring the availability of satisfactory integrating man and nature in perfect harmony. The method of approach employed in reaching this study was the positivist. Because he looked up the cornerstones of charge for use of water resources and its aftermath, the search for alternatives to the traditional model of environmental management, as well as relevant legislation and guaranteeing legal certainty. From this reasoning, one can say that the positivist method, based on a classical triad, based on observation, experimentation and measurement, which are the pillars of positivism as a scientific method in its trial form, allowed to obtain the information necessary to complete that the proposed theme, which is charging for water use, and has unique relevance, although it has the power to solve the problem of shortage and water pollution in totum, is an indispensable tool in the search for mitigating the spread of pollutants and rational use of water.
