The present work aimed to understand, identify and analyze the influences of expres sions of the Social Question in the search, by the parent or family, for the Health Care Network, Guardianship Council and Judiciary, to carry out the Delivery Volunteer for children to be adopted in the city of Goiânia-GO. This measure is regulated by articles 13, §1 and 19-A of the Adolescent Child Statute and by Resolution 485 of the National Council of Justice, with the study of reality being relevant, deciphering the facts and seeking to verify the factors associated with this decision by part of the families. This study was submitted and approved by the Research Ethics Committee of the Pontifical Catholic University of Goiás, with a qualitative approach, which developed documen tary research on the processes in which the Voluntary Surrender actually occurred at the Children and Youth Court of Goiânia-GO (JIJ), in a comparative analysis between the processes of 2020 and 2023, considering that it was in 2020 that the Legal Delivery Program was started in Goiás. Interviews were also carried out with two professionals who work in the area, with the purpose of understanding how the Program has been implemented in the State of Goiás and how the professionals who serve evaluate this policy. As a result, the Social Issue permeates the decisions of families for voluntary surrender, most of whom decide to surrender their children for adoption for reasons such as: lack of support and/or financial resources to care for and meet the needs of their children, the majority of whom are women, single mothers, young people, some victims of violence. This study is justified by the possibility of mapping the influence of social issues on the delivery of sons and daughters for adoption and of critically re flecting on how the State has ensured that families have access to goods and services. Another dimension of this study is the possibility of identifying whether the service, in situations where there is a desire expressed by families, is adequate or not, in addition to understanding possible strategies that help in the successful conduct of this action. Reflect on the historical process of individualized blaming of families and the absence of policies to guarantee the full development of children and adolescents in Brazil, as well as on the importance of this Program in the State of Goiás, with families becoming increasingly well known of that right.
