This master's thesis aims to understand how social workers working in São Paulo's housing policy understand the profession's ethical and political project and how they perceive its implementation in the daily life of that social-institutional space, its arrangements, limits and possibilities for giving social direction to their actions. It presents a brief review of the context of the intensification of the capital crisis in Brazil and its effects on the lives of poor families, especially in terms of access to housing, and seeks to problematize the social question and its meaning for the profession of the Social Worker, and the configuration of the housing question as one of the expressions of the social question, the object of the intervention of the Social Work professional. It seeks to identify the moment in history when the Social Worker is required to respond to the housing issue in the city of São Paulo and their insertion in the administrative structure of housing policy, going through the demands and requirements placed on this profession in the historical time analyzed. The methodology adopted is part of a critical, qualitative perspective, including bibliographical, documentary and empirical research. Interviews were carried out with professionals, Social Workers from the permanent staff of this policy, working on the "front line", as a way of reflecting on the processes of continuing education and the daily work of these professionals. The main result of the study isthe challenge facing the Social Work professional working in this policy, which is in permanent dispute, shifting the analysis of the social question away from its genesis. It reaffirms the place occupied by the Social Worker in the reproduction of contradictory class relations and, once in the field of housing policy, the profession finds itself within the conflict between the interests of capital and private property and its speculation, and the interests of the working class in access to this fundamental good - housing. It concludes that understanding how social workers involved in São Paulo's housing policy understand the profession's ethical and political project and how they perceive its implementation in everyday life has made it possible to grasp the possibilities, alternatives and limits present in that reality. Finally, by dialoguing with this reality, we were able to encourage reflective processes regarding collective solutions for confronting daily life, as a possibility of resisting this socio-institutional space which, by its nature, can be inferred to "steal" consciousness and distort social struggles for the right to housing and the city
