Resumo: This dissertation presents the results of the research on the serious violations, abuse of legality and high lethality committed by the Brazilian State through the action of its police agents against the black population, taking as a particularity the performance of both the Military and Civil Police in the city of São Paulo in the period between 2002 and 2015. Based on structural racism and with the traditional justification of maintaining order and public security, these actions constitute patterns of conduct, resulting from the massacres, summary executions, enforced disappearances and deaths in custody, deepening institutional violence. This scenario is enhanced by certain types of influencing media in the configuration of a public opinion that naturalizes such violence, thus fostering the inequalities that keep the black population in a constant situation of vulnerability. In order to present the materiality of this practice, the investigations were carried out based on data collected from sources of official bodies such as IPEA / Atlas of Violence - Institute of Applied Economic Research and SIM / MS - Mortality Information System - Ministry of Health, the OVP-SP database, among others. From this documentation, we were able to show the violent performance of the Military Police of São Paulo in the period from 2002 - 2015

From this documentation, we were able to show the violent performance of the Military Police of São Paulo in the period from 2002 - 2015Essa dissertação apresenta os resultados da pesquisa sobre as graves violações, abuso de legalidade e alta letalidade cometidos pelo Estado brasileiro através da ação de seus agentes policiais contra a população negra, tomando-se como particularidade a atuação tanto da Polícia Militar como da Civil na cidade de São Paulo no período entre 2002 e 2015. Pautadas no racismo estrutural e com a tradicional justificativa da manutenção da ordem e da segurança pública, tais ações configuram padrões de conduta, resultante dentre as quais se destacam as chacinas, execuções sumárias, desaparecimentos forçados e mortes sob custódia, aprofundando a violência institucional que atinge, majoritariamente, a população negra em constante situação de vulnerabilidade. Esse cenário é potencializado por determinados tipos de mídias influenciadoras da opinião pública que naturaliza tal violência e fomenta a criminalização das lutas sociais por direitos humanos e de cidadania. Para apresentar a materialidade desta prática, as investigações foram realizadas a partir de dados coletados das fontes de órgãos oficiais como IPEA/Atlas da Violência - Instituto de Pesquisa Econômica Aplicada e o SIM/MS - Sistema de Informações de Mortalidade – Ministério da Saúde, do banco de dados do OVP-SP, além de outros.
