Resumo: This dissertation aims to discuss how the innovation market in Brazil is impacted by venture capital investment, considering the historical, economic, tax, and industrial context as determining variables of this process. In this sense, it is necessary to understand how the Brazilian institutional and macroeconomic trajectory has shaped the development of emerging technologies and the consolidation of a domestic startup ecosystem. In this scenario, the main objective is to evaluate whether the venture capital market impacts the Brazilian innovation market. To address this point, the research develops three specific objectives: to understand the historical formation of the innovation sector in Brazil and the role of emerging technologies; to carry out a basic comparison with the Israeli venture capital model, assessing its relevance as a reference; and to analyze the effects of the advancement of venture capital on project financing and on strengthening the Brazilian innovation ecosystem. From a theoretical and methodological perspective, the study adopts a qualitative and comparative approach, based on a systematic literature review and case studies, articulating classical and contemporary contributions on innovation, venture capital, and public policies. The results suggest that venture capital plays a catalytic role in consolidating the Brazilian innovation ecosystem, by accelerating the transformation of scientific capacities into technological and economic capacities. However, for this potential to be sustainably expanded, the evolution of the market may be favored by the pursuit of greater regulatory stability, the use of hybrid financing instruments, and the strengthening of integration between science, capital, and the market

Há nisto a necessidade de compreender de que forma a trajetória institucional e macroeconômica brasileira condicionou o desenvolvimento de tecnologias emergentes e a consolidação de um ecossistema de startups brasileiro. Neste cenário, objetivo principal é avaliar se mercado de venture capital impacta o mercado de inovação brasileiro. Para que se discuta e se avalie este ponto, a pesquisa desenvolve três outros objetivos específicos: compreender o histórico de formação do setor de inovação no Brasil e o papel das tecnologias emergentes; realizar uma comparação básica com o modelo israelense de venture capital, avaliando sua pertinência como referência; e analisar os efeitos do avanço do venture capital no financiamento de projetos e no fortalecimento do ecossistema de inovação brasileiro. Do ponto de vista teórico-metodológico, adota-se uma abordagem qualitativa e comparativa, fundamentada em revisão bibliográfica sistemática e estudos de caso, articulando contribuições clássicas e contemporâneas sobre inovação, capital de risco e políticas públicas. Os resultados obtidos sugerem que o venture capital exerce papel catalisador na consolidação do ecossistema de inovação brasileiro, ao acelerar a transformação de capacidades científicas em capacidades tecnológicas e econômicas.
