Resumo: | This dissertation aimed to analyze the communication to the citizenship and the Public Ministry of the State of Rondonia (MPE-RO) as an interpreter of that communication, to then grasp the ways in which the ministry has become vigilant of social demands in this state is located in the North of Brazil. From the discursive practices of the MPE in defense of society, we come to the communication contract, investigated in order to understand how this organ judicial directs itself to its target audience in conduct of citizenship. Through ethnographic study and participant observation from to days 9 July to 14 August 2015, ascertained how citizens have access to MPE-RO, and can achieve their social rights as provided by the Constitution Federal/1988. Still in the ethnographic approach, qualitative research investigated how the organ acts as a mediator of citizens seeking justice; first, for receiving claims of unmet social demands, and second, the procedures of care and monitoring by the MPE for the resolution of complaints. Therefore, the justification for this work is found in the need to know the organ realizes its contract of communications with citizens, taking into account that it is the enunciator/mediator of discursive practices, and these are the talk of the object in the locus where is situated. For the analysis used the communication materials were collected with the local citizens, in the institutional website, in their Facebook page and on journalistic news. Within the legal context we used the CF/88, some infraconstitutional legislation and institutional of the ministry documents. In the studies were used as a theoretical framework, Prado regarding the contracts of communication; Carvalho and Dallari that defines the concept of citizenship; Laclau that served as basis for the definition of democratic and popular demands, discursive practices, investigated during the research. For these perspectives, was identified as the Centers of Operational Support (Caops): Health, Education, Environment and the Group of Suport Group for combating corruption (GAECO) they conduct their actions, so that the MPE, they represent, can interpret the social demands according to its institutional documents and communicational. Thus, the MP was seen also as an interpreter/mediator between the set of rights and citizens of the place; to become a your defender and vigilant against the confrontations of various orders: governmental, economic and corruption excesses that proposes to combat; even with the institutional limits that are peculiars |

Das práticas discursivas do MPE em defesa da sociedade, chegamos ao contrato de comunicação, investigado a fim de compreendermos como esse órgão se dirige ao seu público-alvo na condução da cidadania. Por meio do estudo etnográfico e pela observação participativa entre os dias 9 de julho e 14 de agosto de 2015, averiguamos de que maneira os cidadãos têm acesso ao MPE-RO, e se, a partir dele conseguem atingir seus direitos sociais como prevê a Constituição Federal/1988. Ainda pela abordagem etnográfica, a pesquisa qualitativa investigou como o órgão atua enquanto mediador dos cidadãos em busca da justiça; primeiro, pela recepção das denúncias das demandas sociais não atendidas, segundo, pelos procedimentos de atendimento e acompanhamento pelo MPE, para a resolução das queixas. Por isso, a justificativa se pautou na necessidade de conhecer o órgão enquanto realizador do contrato de comunicação com o cidadão, levando em conta que ele é o enunciador/mediador das práticas discursivas, e essas são o objeto do discurso no lócus onde se localiza. Para as análises foram colhidos os materiais de comunicação do MPE com os cidadãos locais, no site institucional, no Facebook e em noticiários jornalísticos. Dentro do contexto jurídico tomamos a CF/88, algumas legislações infraconstitucionais e os documentos institucionais do ministério. Para os estudos, utilizou-se dentre os referenciais teóricos, Prado para as abordagens sobre o contrato de comunicação; Carvalho e Dallari para conceituar cidadania; e Laclau que deu a base para a definição das demandas democrática e popular, de práticas discursivas, apreendidas ao longo da pesquisa. Por essas perspectivas, foi possível identificar como os Centros de Apoio Operacionais (Caops): Saúde, Educação, Meio Ambiente e o Grupo de Apoio ao Crime Organizado (Gaeco) conduzem suas ações, a fim de que o MPE, que eles representam, possa interpretar as demandas sociais conforme preleciona seus documentos institucionais e comunicacionais. Assim, o MP passou a ser visto como intérprete/mediador entre o conjunto de direitos e os cidadãos do lugar; para se tornar o seu defensor e vigilante, contra os enfrentamentos de várias ordens: desmandos governamentais, econômicos e de corrupção que propõe a combater;
