Dilemas da gestão pública habitacional de Jundiaí-SP: entre a gestão democrática, justa e includente e a lógica financeira e privada

The objective of this thesis consists in evaluating and reflecting, upon the federal array view, about the distancing, divergences and conflicts even an overlapping between the "My house, my life" Brazilian program (PMCMV) and the housing policy, which affects the implementation and management of housing communal policy. The focus of this analysis was to comprehend the dilemmas, challenges and opportunities of housing management in Jundiaí-SP . The thesis is oriented by bibliographical research, involving analysis and incorporation of theoretical benchmarks; by documental research, consistent in the gathering and analysis of information extracted from documents at municipal, federal and state levels; by data analysis from specific processes in Jundiaí , exploited in documents and in which there was the researcher s participation and observation, that is: changing process in management in Jundiaí-SP , started in 2013; planning and review process of the Brazilian Local Plan of Social Interest Housing ‖(PLHIS); and housing production and precarious settlement urbanization in Jardim São Camilo ‖and Jardim Novo Horizonte ‖process. The analyses suggest that PMCMV, with a single solution and standardized (new homes construction) and under strong financial logic and private production, overlaps itself to the housing policy architecture and its federal array national system integrated by funds, boards and plan at federal, state and municipal levels and restricts the municipal public management role in the housing social policy field; as well as suggests that, as the housing municipal policy is structured and effective, inclusive articulated with urban policy and with the agrarian issue regulated by urban instruments applicable and effective, the municipal public management has the administrative capacity to minimize the negative aspects of PMCMV and capacity to develop other service methods and housing solution. The reflections and analyses of this thesis contribute by indicating some challenges and opportunities to the implementation of a broader housing policy, under a decentralized model, articulated with urban and social policies and directed to democratic, fair and inclusive housing management, and, as a consequence, put the municipal public power at the leading actor position in politics and housing programs, including PMCMV, in the urban space whose its planning belongs to
