Resumo: This thesis aims to develop a new conceptual model of governance for cities that enhances sustainable development. Today, more than half of the global population lives in cities, which requires governments to implement the instruments that can meet citizens' needs, based on strengthening democracy and sustainability. The theoretical support of the research is based on the theory of governance, bringing out a theoretical framework that bases the theme of participation in the processes of formation of public policies. In addition, extensive research was carried out on the subject of research: sustainable cities. The study is justified by its scientific importance and contributions to the administration. The method is based on qualitative analysis through case studies using as collection strategies the documentary analysis, interviews and observation. Therefore, a theoretical review, semi-structured interviews with a diverse group of respondents was carried out in the cities of Copenhagen, Amsterdam, London, Hamburg and Barcelona. In addition, a direct field observation, photographic script and analysis of primary and secondary data were carried out using Nvivo9 software for triangulation. The main results of this research to be presented are: i) a direct and positive relation between collaborative governance and sustainable cities; Ii) collaborative governance can be evidenced on the basis on two categories: good governance and mechanisms and instruments

Atualmente mais da metade da população global vive em cidades, o que exige dos governos instrumentos capazes de atender as necessidades dos cidadãos, tendo como fundamentos o fortalecimento da democracia e a sustentabilidade. A sustentação teórica da pesquisa está baseada na teoria da governança, trazendo à tona um arcabouço teórico que fundamenta o tema da participação nos processos de formação de políticas públicas. Além disso, realizou-se uma ampla investigação sobre o objeto de pesquisa: as cidades sustentáveis. O estudo justifica-se pela sua importância científica e contribuições para a administração. O método baseia-se na análise qualitativa por meio de estudos de caso utilizando como estratégias de coleta a análise documental, entrevistas e observação. Portanto, para essa pesquisa realizou-se uma revisão teórica, entrevistas semiestruturadas com um grupo variado de respondentes nas cidades de Copenhague, Amsterdã, Londres, Hamburgo e Barcelona. Ainda, realizou-se uma observação direta em campo, roteiro fotográfico e análise de dados primários e secundários por meio do software Nvivo9 para a triangulação.
