Resumo: This paper studies the relationship between the governmental social service and private enterprise developed by private non-profitable organizations. The work identifies the regulations made by the state to sustain the cooperation and integration relationship between public authorities and the community according to the Federal Constitution and the Social Service Organic Law designed to provide guidance to the public social service system. Also, it examines the legislation related to the subject and the technical rules issued by the state social service of the City of Sao Paulo. The study rescues the debate between researchers and executives what demonstrates the complexity of values and motivations involved in this relationship and seeks to point out the critical points and put them under discussion in an effort to give public notoriety to the social service policies to guarantee citizenship in Brasil with the rights that involves

Identifica os instrumentos normativos utilizados pelo Estado para manter a relação de cooperação e integração entre o poder público e a sociedade - definida pela Constituição Federal e pela Lei Orgânica de Assistência Social - para a realização do sistema público de assistência social. Examina a legislação pertinente ao tema e normas técnicas emanadas pelo órgão gestor da assistência social da cidade de São Paulo. Resgata em linhas gerais o debate que travam pesquisadores, executores e estudiosos da questão e que demonstra o campo complexo de valores e motivações sobre os quais se move essa relação.
