Resumo: The proposal of this study is to analyze the processes that built the idea of "historical center", having as reference of analysis the interaction between the inhabitants and the institutional practices of urban management and planning in the city Vila do Conde. Confronted with social and urbanization problems of many cities from the 70‟s on, this study aims at understanding the processes that lead to the intervention on the historical places as a priority of the urban planning as well as how it was turned into a reference in the speeches of cultural and urban politics. The thesis defended here is that the "historical centers" constitute a central element of a new syntax of the urban space. As the object of study, it constitutes a privileged element to analyze the urban dialectics of permanence and change and to understand the city in its totality as well. The analysis material for this study, the empirical basis, consists of the experiences that some agents of the process expressed in their motivations, perceptions and readings for shaping the image of a city

Face aos problemas sociais e de urbanização registrados em muitas cidades, a partir dos anos 70, pretende-se compreender os processos que levaram a eleger a intervenção sobre os lugares históricos, como uma prioridade do planejamento urbanístico, e como se tornou um referencial nos discurso das políticas urbanas e culturais. A tese aqui defendida sustenta que os centros históricos constituem um elemento central de uma nova sintaxe do espaço urbano. Enquanto objeto de estudo, constitui um elemento privilegiado para analisar a dialética urbana da permanência e da mudança, e apreender a cidade em sua totalidade.
