A guerra como regime de biopoder : um estudo em Giorgio Agamben e Antonio Negri

Resumo: Our work is aimed at analyzing and problematizing war and violence through a philosophical approach based on the category of biopower, especially through the works of Giorgio Agamben and Antonio Negri. On the one hand, Agamben's analyzes of the state of exception support a reading of biopower centered on a tanatopolitics of the making of survival, the production of a survival, a bare, nude life, or, in other words, a power of exposure to death, which has as a contemporary paradigm the concentration camps. On the other hand, Antonio Negri observes in war active and productive characteristics, fundamentally linked to the processes of globalization and juridical supranationalization, which, with the smoothing of imperial space and the approximation of inequalities, normalize a state of permanent war, a bellic governamentality, investing life and space social, in all its spheres, in a plot of constant violence: a walled life, protected, watched and securitized. At any rate, what remains of the two perspectives, which runs through both analyzes, is the centrality of life, whether through its investment in security devices, dispositifs, or in its exposure to the sovereign decision, to the power of death. Our proposal of work is situated in this double effect that accompanies the category of biopower, trying to analyze and problematize it: if the state of global war is characterized, in the thought of Antonio Negri and Giorgio Agamben as a regime of biopower, while a permanent relationship, what are their effects? Does it produce life, forms of life, a walled and protected life, or is it instead centered on the production of death and survival, the exposure to death that characterizes mere life, naked life? In this sense, would it be possible to find common ground between the two postulates? If this state of global war is permeated by supranational dynamics, what is the role of the state and sovereign power? Is there an articulation between the imperial order and the policies of exception?

Por um lado, as an?lises de Agamben sobre o estado de exce??o sustentam uma leitura do biopoder centrada numa tanatopol?tica do fazer sobreviver, da produ??o de uma sobrevida, uma vida nua e mat?vel, ou, em outras palavras, um poder de exposi??o ? morte, que tem por paradigma contempor?neo os campos de concentra??o. Por outro, Antonio Negri observa na guerra carater?sticas ativas e produtivas, fundamentalmente ligadas aos processos de globaliza??o e supranacionaliza??o jur?dica, que, com o alisamento do espa?o imperial e a aproxima??o das desigualdades, normalizam um estado de guerra permanente, uma governamentalidade b?lica, investindo a vida e o espa?o social, em todas as suas esferas, num enredo de viol?ncia constante: uma vida murada, protegida, vigiada e securitizada. De todo modo, o que resta das duas perspectivas, o que perpassa as duas an?lises, ? a centralidade da vida, seja atrav?s do seu investimento em dispositivos securit?rios, seja na sua exposi??o ? decis?o soberana, ao poder de morte. Nossa proposta de trabalho est? situada neste duplo efeito que acompanha a categoria do biopoder, procurando analis?-lo e problematiz?-lo: se o estado de guerra global se caracteriza, no pensamento de Antonio Negri e Giorgio Agamben enquanto um regime de biopoder, enquanto uma rela??o social permanente, quais s?o, portanto, seus efeitos? Ele produz vida, formas de vida, uma vida murada e protegida, ou, pelo contr?rio, est? centrado numa produ??o da morte e da sobrevida, na exposi??o ? morte que caracteriza a mera vida, a vida nua? Neste sentido, seria poss?vel encontrar um terreno comum entre os dois postulados? Se esse estado de guerra global est? perpassado pelas din?micas supranacionais, qual o papel do Estado e do poder soberano?
