Resumo: | The thesis aims to analyze the recommendations for adult literacy in the first ten years of development of the Major Project of Education for Latin America and the Caribbean approved by the United Nations Educational, Scientific and Cultural Organization for implementation in the period from 1980 to 2000. The thesis targets three literacy experiences in Latin America and the Caribbean: Argentina, Nicaragua, and Cuba. It takes as its theoretical-methodological framework concepts of history based on Le Goff (2010) and Bloch (1963) and dialogues with other authors to produce this research. It adopts the methodology of historical research and, thus, examines twenty bulletins by United Nations Educational, Scientific and Cultural Organization during the first ten years of the project, as well as texts produced by this organization during the period. The thesis concludes that thinking of literacy as an ally of economic and social development, as advocated in the PPE (1980-2000), does not contribute to the construction of a more just world for all, since such a purpose only helps to maintain, in the past and present, a world economic order founded on the exploitation of the poor (countries and people) and inequalities. |

En términos específicos, analiza tres experiencias de alfabetización ocurridas en Latinoamérica y Caribe: Argentina, Nicaragua y Cuba. Toma como referencia teórica metodológica los conceptos de historia pautados en Bloch (1963) y Le Goff (2010) y dialoga con otros autores para la construcción de la investigación. Adopta la metodología de investigación histórica y, de ese modo, examina 20 Boletines producidos por la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura en los primeros diez años del proyecto, así como textos producidos por este organismo en el período. Concluye que pensar la alfabetización como aliada del desarrollo económico y social, como preconizado en el programa, no colabora para la construcción de un mundo más justo para todos, pues tal propósito solo ayuda a mantener, en el pasado y en el presente, un orden económico mundial fundado en la explotación de los pobres (países y personas) y en las desigualdades.O objetivo geral da tese consiste em analisar as recomendações para a alfabetização de adultos nos dez primeiros anos de desenvolvimento do Projeto Principal de Educação para a América Latina e o Caribe, aprovado pela Organização das Nações Unidas para a Educação, a Ciência e a Cultura para realização no período de 1980 a 2000. Em termos específicos, analisa três experiências de alfabetização ocorridas na América Latina e no Caribe: Argentina, Nicarágua e Cuba. Toma como referencial teórico-metodológico os conceitos de história pautados em Bloch (1963) e Le Goff (2010) e dialoga com outros autores para a construção da pesquisa. Adota a metodologia de pesquisa histórica e, desse modo, examina 20 Boletins produzidos pela Organização das Nações Unidas para a Educação, a Ciência e a Cultura na vigência dos dez primeiros anos do projeto, assim como textos produzidos por esse organismo no período.
