Concepção de sistema de controle de RCC em canteiros de obras de edifícios de múltiplos andares

Resumo: This work aimed to develop a support system for planning and control of waste construction (WC) for construction sites of multi-floors buildings. For this, started from a macro analysis, verifying the Management Plans required by the National Solid Waste Policy (NSWP) at the national, state and municipal levels until reaching the research outline: construction sites. The data for the composition of the National and State overview was obtained from recent information from the Ministry of the Environment (ME), reports and official documents from federal and state agencies. For the situation about the Integrated Solid Waste Management of Municipal Plans (ISWMMP) analyzed the municipal laws of each one of the 645 municipalities of the State of São Paulo. In addition, along with this analysis to this analysis identified the same laws that required the use of the Waste Transport Control (WTC) document, provided for in Conama Resolution Nº. 307/2002. For the next stage of the research, a questionnaire was developed to analyze the reality of the sites constructions and obtain tool suggestions for the proposed system. The questionnaire was applied at four different companies building multi-floors buildings. As initial results, it was found that the Union does not have its National Plan official, over the States more than half already have their plans prepared and for the municipalities of São Paulo, the reality found was different from that provided by the Green Blue Municipality Program (GBMP). Currently, less than half of the municipalities - 48% - have their ISWMMP elaborated and instituted by law, and under this same premise it was found that only 13% of the municipalities are required to use the WTC. About the case studies, they revealed that big generators miss a solid WC database to consult. The system was designed based on the suggestions and analysis of the reality shared by the four builders. It was concluded that the big generators do a lot and seek by the fact that they have certifications such as ISO 9001 and PBQP-H. The proposed system is a complete control tool that seeks greater integration of WC management related activities in the site construction to assist the big generators. Its differential is the sharing of data between users that will compose a consolidated and easily accessible database.

Its differential is the sharing of data between users that will compose a consolidated and easily accessible database.Este trabalho teve como objetivo desenvolver um sistema de apoio ao planejamento e controle dos resíduos da construção civil (RCC) para canteiros de obras de edifícios de múltiplos andares. Para tanto, partiu-se de uma análise macro, verificando os Planos de Gestão exigidos pela Política Nacional de Resíduos Sólidos (PNRS) no âmbito nacional, estadual e municipal até chegar ao recorte da pesquisa: canteiros de obras. A obtenção dos dados para composição do panorama Nacional e dos Estados foi feita a partir de informações recentes do Ministério do Meio Ambiente (MMA), relatórios e documentos oficiais de órgãos federais e estaduais. Para a situação dos Planos Municipais de Gestão Integrada de Resíduos Sólidos (PMGIRS) analisou-se as legislações municipais de cada um dos 645 municípios do Estado de São Paulo. Ainda, aliado a essa análise identificou-se as mesmas legislações que traziam obrigatoriedade do uso do documento de Controle de Transporte de Resíduos (CTR), previsto na Resolução do Conama nº 307/2002. Para a etapa seguinte da pesquisa, desenvolveu-se um questionário para análise da realidade dos canteiros e obtenção de sugestões de ferramentas para o sistema proposto. O questionário foi aplicado em quatro empresas diferentes que constroem edifícios de múltiplos andares. Como resultados iniciais, verificou-se que a União não possui seu Plano Nacional oficializado, sobre os Estados mais da metade já possuem os seus Planos elaborados e quanto aos municípios paulistas, a realidade encontrada foi diferente da fornecida pelo Programa Município Verde Azul (PMVA). Atualmente, menos da metade dos municípios - 48% - possuem seus PMGIRS elaborados e instituídos por lei, e, sob essa mesma premissa verificou-se que apenas 13% dos municípios tem a obrigatoriedade do uso do CTR. Sobre os estudos de caso, eles revelaram que os grandes geradores sentem falta de uma base de dados de RCC sólida para consulta. O sistema foi elaborado com base nas sugestões e análise da realidade compartilhada pelas quatro construtoras. Concluiu-se que os grandes geradores muito realizam e buscam pelo fato de possuírem certificações como a ISO 9001 e o PBQP-H. O sistema proposto é uma ferramenta de controle completa que busca uma maior integralidade de atividades relacionadas ao gerenciamento dos RCC nos canteiros para auxiliar os grandes geradores.
