Resumo: This thesis discusses the contemporaneity of street vending, taking into account its transformations and permanences. Based on the case study of the city of Belo Horizonte, it aims to re-establish the outlook on street commerce by analyzing how labor processes are affected by the mecanisms of control. Given the production of multiple subjectivities, the research captures the configuration of the life strategies of individuals who are members of the urban popular classes in the context of contemporary capitalism. The research was based on ethnographic incursions focused on the monitoring of work routines and in-depth interviews with a biographical approach. The empirical focus was on clandestine street vendors, locally called toreros. The dispositions and forms of action of the toreros are still fundamental for the functioning of various markets At the same time they stress the enforcement procedures of regulatory policies. The study with this approach provides a perspective "from the margins" on the production of urban planning. The research analyzes the formation and operation of mechanisms that characterize the contemporary management of popular commerce, as well as the markets that they sustain and depend on to continue operating. Such mechanisms are found in urban policies that aim to "modernize" popular commerce by relocating street vendors to shopping centers created for this purpose, the shopping populares. The actors involved in this policy also claim that they would thus be converting informal workers into entrepreneurs. In this sense, state repression against street vendors plays a fundamental role in sustaining a "urban solutions" privatized market through which a multiplicity of actors extract economic and political gains. The persistence of vendors in occupying public spaces is a inherent factor of the urban growth and the capitalist accumulation. Toreros constantly seek to appropriate the circunstancial spatialities, legalities/formalities, and moralities as resources in order to legitimate their activities and remain active. The set of factors underlying the permanence of street vending in urban centers also informs about the different ways in which activities are carried out, the collective arrangements, hierarchies, and the ways in which this work is subjectively conceived by those who practice it. The analysis of trajectories allowed for the examination of narratives about work in articulation with other "struggles" engaged in by the individuals, related to other dimensions of life reproduction. Therefore, the thesis also discusses the multiplicity of rationalities mobilized by the individuals when they elaborate meanings to their "life crossroads". The matter of street commerce is constructed, finally, beyond the local scope. It constitutes a key element to understand the connections between urban planning policies, "the social question" and the mercantilization of poverty in its transnational extensions. Informality, precariousness, and poverty acquire new functionalities in contemporary context of capitalism, while the dimension of work is readjusted.

En se basant sur le cas de Belo Horizonte, le travail entend redéfinir la compréhension de cette activité à partir de l’analyse des processus de travail et des dynamiques de contrôle qui les contraignent. En considérant la production de subjectivités multiples, cette recherche restitue la conformation des stratégies de vie des sujets de la classe populaire urbaine dans le contexte du capitalisme contemporain. La recherche s’est basée sur des incursions ethnographiques visant à observer les routines de travail ainsi que sur des entretiens approfondis avec des sujets impliqués à partir d’une approche biographique. Empiriquement, l’accent a été mis sur les vendeurs de rue (clandestins), connus localement sous le nom de toreros. Il s’agit d’une catégorie de travailleurs dont les dispositions et les formes d’action sont fondamentales pour le fonctionnement des différents circuits mercantiles. En outre, leurs actions produisent également une résistance aux forces de l’ordre des politiques publiques urbaines. L’étude avec cette approche offre une perspective « en marge » de la production de la planification urbaine, comprise à son tour à partir des articulations public-privé. La recherche analyse la formation et le fonctionnement des mécanismes qui caractérisent la gestion contemporaine du commerce populaire, ainsi que les marchés qu’ils soutiennent et qui en dépendent pour continuer à fonctionner. La recherche entend analyser les opérations urbaines qui visent à « moderniser » le commerce populaire à partir d’une formalisation des vendeurs de rue conditionnée par leur déplacement vers le commerce populaire privé. Cette politique porte également le discours, selon lequel, grâce à elle, les travailleurs informels seraient convertis en entrepreneurs. Les transformations qui résultent de ces articulations ne promeuvent pas seulement un idéal de la ville moderne, mais créent aussi des dispositifs de capture de la main-d’œuvre informelle. En ce sens, la répression de l’État dans les rues joue un rôle important dans le maintien d’un marché privatisé de « solutions urbaines » par lequel une multitude d’acteurs tirent des gains économiques et politiques. L’occupation persistante des espaces publics par les vendeurs de rue est un facteur indissociable de la dynamique et des conflits inhérents à la production de la ville et à l’accumulation capitaliste. Afin de rester actifs, les toreros cherchent constamment à s’approprier des spatialités, des légalités/formalités et des moralités comme moyens de légitimer leurs activités. L’ensemble des facteurs liés à la permanence de la vente ambulante dans les centres urbains renseigne également sur les différentes modalités d’exercice des activités, les arrangements collectifs, les hiérarchies et les manières dont ce travail est conçu subjectivement par ceux qui le pratiquent. L’analyse des trajectoires a permis d’examiner les récits autour du travail en articulation avec d’autres « luttes » menées par les sujets, liées à d’autres dimensions de la reproduction de la vie. Ainsi, cette thèse traite également de la multiplicité des rationalités mobilisées dans ces intersections et à travers les significations que les sujets attribuent aux crises qui marquent leurs parcours de vie. Enfin, la question de la vente ambulante se construit au-delà de la sphère locale. C’est un élément clé pour comprendre comment s’articulent les politiques de transformation urbaine, les questions sociales et l’émergence de « marchés de la pauvreté ». Dans le capitalisme contemporain, les situations d’informalité, de précarité et de pauvreté acquièrent de nouvelles fonctionnalités tandis que la dimension du travail est remodelée.Esta tese discute a contemporaneidade do comércio ambulante, levando em conta suas transformações e permanências. A partir do caso de Belo Horizonte, objetiva reconstruir um olhar sobre a atividade a partir da análise dos processos de trabalho e das dinâmicas de controle. Considerando a produção de múltiplas subjetividades, apreende a conformação das estratégias de vida dos sujeitos membros das classes populares urbanas no contexto do capitalismo contemporâneo. A pesquisa se baseou em incursões etnográficas voltadas ao acompanhamento das rotinas de trabalho e entrevistas em profundidade com abordagem biográfica. O enfoque empírico foram os vendedores de rua que atuam na clandestinidade, localmente chamados de toreros. Trata-se de uma força de trabalho cujas disposições e formas de atuação são fundamentais para o funcionamento de circuitos mercantis variados, ao passo que também tensionam a implementação das políticas de regulação. O estudo com este enfoque proporciona uma perspectiva “às margens” da produção do ordenamento urbano, entendido, por sua vez, a partir de articulações público-privadas. A pesquisa analisa a formação e o funcionamento de mecanismos que caracterizam a gestão contemporânea do comércio popular, bem como dos mercados que eles sustentam e deles prescindem para seguir operando. Destacam-se as operações urbanas que visam “modernizar” o comércio popular, formalizando negócios de rua de maneira condicionada à sua realocação para shoppings populares. A medida carrega, ainda, o discurso de que estariam convertendo trabalhadores informais em empreendedores. As transformações que se elucubram a partir dessas articulações disputam não apenas um ideal de cidade moderna, mas também a captura da força de trabalho informal. Nesse sentido, a repressão estatal nas ruas cumpre papel fundamental para a sustentação de um mercado privatizado das “soluções urbanas”, através do qual uma multiplicidade de atores extrai ganhos econômicos e políticos. A persistente ocupação dos espaços públicos pelo comércio ambulante é fator indissociável das dinâmicas e conflitos próprios da produção da cidade e da acumulação capitalista. Para que sigam ativos, os toreros buscam constantemente se apropriar das espacialidades, legalidades/formalidades e moralidades como formas de legitimação para suas atividades. O conjunto de fatores ligados à permanência do comércio ambulante nos centros urbanos informa também sobre as diferentes modalidades de exercício das atividades, arranjos coletivos, hierarquias e de formas desse trabalho ser concebido subjetivamente por aqueles que o praticam. A análise de trajetórias permitiu o exame das narrativas em torno do trabalho de forma articulada a outras “lutas” travadas pelos sujeitos, relacionadas a outras dimensões da reprodução da vida. Assim, a tese também discute a multiplicidade de racionalidades mobilizadas nessas interseções e através dos sentidos que os sujeitos atribuem às encruzilhadas que marcam seus percursos de vida. A problemática do comércio ambulante se constrói, por fim, para além do âmbito local. Constitui-se como um elemento chave para compreendermos as formas de encaixe entre as políticas de reordenamento urbano, a questão social e a emergência dos mercados da pobreza em extensão transnacional.
