Resumo: The present research proposal analyzed the management models applied in Federal University Libraries comparing them with the Competency Management model, highlighting the pros and cons after their implementation by the managers. The objective was also to propose suggestions for a possible Competency Management model to be implemented in Federal University Libraries. The research is qualitative, quantitative, descriptive and exploratory. A structured questionnaire was applied to managers and administrative documents from the Federal University Libraries surveyed were also analyzed. 34 of the 65 questionnaires sent were answered, corresponding to 52.30%, and the documents of these libraries were analyzed. The analysis of qualitative data was performed according to Bardin's Content Analysis (1977) and for closed questions, the analysis of quantitative data was used. The analysis of administrative documents verified the indicators of organizational and individual competencies present in the documents and in the practice of library management. The Organizational Indicators: Strategic Planning, Mission, Vision and Values, Mapping Competencies and People Management. Individual Indicators: Training and Development Program, Career Plan and Performance Evaluation. With the analysis it was realized that Management by Competence is a subject of knowledge and interest of managers, and that 100% of libraries have part or total of the Management by Competence model applied, thus evidencing the importance of the model for the University Libraries. The importance of drafting administrative documents was also noted in the research, with Strategic Planning and the definition of Mission, Vision and Values being observed in 20 and 24 libraries, respectively, of the 34 surveyed, as well as the Competency Mapping, a fundamental process in KM is not a practice in management, only 9 libraries do this mapping. The indicators, Performance Evaluation and Career Plan were observed in all libraries, as they are federal institutions, and have the TAEs Career Plan, in accordance with Law 11.091, of 12/01/2005. The negative points pointed out were, difficulties in the implementation of the Competency Management model, in the participation of civil servants, in the relocation, and in the implementation of the model in public agencies and civil servants without training. The positive points were, identification of individual skills, job satisfaction, collaborative environment. The analysis of the products and services offered showed that there is a standardization of these, but some differentiated products and services were identified, such as: services and products for people with disabilities, film exhibition and exhibition of arts and culture, tutorials, ISBN request, ISSN and DOI, copyright request. Faced with the reality found in Federal University Libraries and the interest of some managers in getting to know the subject better and even implementing the Competency Management model in their library, suggestions were made for the implementation of a possible Competency Management Model in Libraries Federal University Universities, which includes 3 stages: I. Presentation, II. Competency Mapping and III. Evaluation and Evolution, detailing the procedures foreseen in the implantation.

Evaluation and Evolution, detailing the procedures foreseen in the implantation.A presente proposta de pesquisa analisou os modelos de gestão aplicados nas Bibliotecas Universitárias Federais comparando-os com o modelo de Gestão por Competência, evidenciando os prós e contras após sua implantação pelos gestores. Objetivou-se também propor sugestões para um possível modelo de Gestão por Competência a ser implantado nas Bibliotecas Universitárias Federais. A pesquisa é qualiquantitativa, descritiva e exploratória. Foi aplicado questionário estruturado aos gestores e também analisados documentos administrativos das Bibliotecas Universitárias Federais pesquisadas. Foram respondidos 34 dos 65 questionários enviados, correspondendo à 52,30%, sendo analisados os documentos destas bibliotecas. A análise de dados qualitativos foi realizada conforme a Análise de Conteúdo de Bardin (1977) e para as questões fechadas foi utilizado a análise de dados quantitativos. A análise dos documentos administrativos verificou as práticas de competências organizacionais e individuais presentes nos documentos e na na gestão das bibliotecas. As Práticas Organizacionais: Planejamento Estratégico, Missão, Visão e Valores, Mapeamento de Competências e Gestão de Pessoas. Práticas Individuais: Programa de Capacitação e Desenvolvimento, Plano de Carreira e Avaliação de Desempenho. Com a análise percebeu-se que a Gestão por Competência é um assunto de conhecimento e de interesse dos gestores, e que 100% das bibliotecas possuem parte ou total do modelo de Gestão por Competência aplicado, evidenciando, portanto, a importância do modelo para as Bibliotecas Universitárias. A importância da elaboração de documentos administrativos também foi constatada na pesquisa, sendo que o Planejamento Estratégico e a definição de Missão, Visão e Valores foram observados em 20 e 24 bibliotecas, respectivamente, das 34 pesquisadas, já o Mapeamento de Competências, processo fundamental na GC não é uma prática nas gestões, apenas 9 bibliotecas fazem esse mapeamento. As Práticas, Avaliação de Desempenho e Plano de Carreira foram observados em todas as bibliotecas, por serem instituições federais, e terem o Plano de Carreira dos TAEs, de acordo com a Lei nº 11.091, de 12/01/2005. Os pontos negativos apontados foram, dificuldades na implantação do modelo de Gestão por Competência, na participação dos servidores, no remanejamento, e na implantação do modelo em órgãos públicos e servidores sem capacitação. Os pontos positivos foram, identificação das competências individuais, satisfação profissional, ambiente colaborativo. A análise dos produtos e serviços oferecidos evidenciou que há uma padronização destes, porém foram identificados alguns produtos e serviços diferenciados, como: serviços e produtos para pessoas com deficiências, exibição de filmes e exposição de artes e cultura, tutoriais, solicitação de ISBN, ISSN e DOI, solicitação de direitos autorais. Diante da realidade encontrada nas Bibliotecas Universitárias Federais e o interesse de alguns gestores em conhecer melhor o assunto e até mesmo implantar o modelo de Gestão por Competência em sua biblioteca, apresentou-se sugestões para a implantação de um possível modelo de Gestão por Competência em Bibliotecas Universitárias Federais, que contempla 3 etapas: I. Apresentação, II. Mapeamento de Competências e III.
