Resumo: Human behavior and lifestyle sometimes contribute to the accelerated degradation of the environment. In the field of psychology, an area known as environmental psychology, it investigates the impact of mannature relationships in search of solutions to preserve the environment, encouraging the adoption of proenvironmental behaviors. These are understood as protective behaviors and promoters of a healthy environment. The Social Cognitive Theory (SCT), which supports the present study, has been widely used to understand these behaviors and has contributed to the improvement of socio-environmental management. In particular, we will adopt the concepts of self-efficacy and moral agency to understand the expression of this type of behavior in the different life contexts of civil servants. While the concept of moral agency refers to moral standards as stimulators or inhibitors of certain behaviors, the concept of self-efficacy refers to the belief in the ability to act in accordance with these standards in search of desired results. From this perspective, both concepts will influence the adoption of pro-environmental behavior. The behaviors investigated concern the saving of water and energy, and the correct disposal of waste in work, domestic and other contexts. That said, the objective of this study was to investigate the relationship between proenvironmental behavior, self-efficacy and moral agency, of outsourced workers participating in socioenvironmental management programs of two federal public agencies in the city of Recife. The study followed a mixed design (QUAN-QUAL), in which an environmental self-efficacy scale was used, applied to 122 outsourced workers and, among these, 31 cleaning and pantry workers were interviewed, as they are servers that deal more directly with natural resources. In the quantitative phase, a predominantly male profile was identified (63.31%), with complete secondary education (67.2%), with a family income between 0 and 2 minimum wages (83.6%). Most had received training (76.2%) for about eight months (66.7%). As for the functions, it was found that the majority provided internal (30.33%) and external (26.23%) administrative support, followed by activities related to cleaning (21.31%), to the pantry (8.20%), and maintenance technicians (5.74%). No significant differences were found in relation to the perception of self-efficacy in the face of sociodemographic variables. In the qualitative phase, based on a thematic content analysis, the actions of saving, reusing, properly discarding, guiding, reporting and complaining in the face of environmental problems or anti-environmental behavior witnessed by servers were highlighted. The analysis of the interviews revealed the practice of pro-environmental behaviors in work, family and other contexts, permeated by a high sense of effectiveness in self-regulation processes and applying the SCT for the analysis of these behaviors was perceived as a contribution to socio-environmental public management. Recommendations were made for the improvement of the programs, especially management strategies focused on the perception of self-efficacy, as well as greater investment in adequate infrastructure to promote pro-environmental behaviors.

En el campo de la psicología, existe un área conocida como psicología ambiental que investiga el impacto de las relaciones hombre-naturaleza en la búsqueda de soluciones para la preservación del medio ambiente, fomentando la adopción de conductas proambientales. Estos se entienden como conductas protectoras y promotoras de un ambiente saludable. La Teoría Cognitiva Social (TCS), que sustenta el presente estudio, ha sido ampliamente utilizada para comprender estos comportamientos y ha contribuido para la mejora de la gestión socioambiental. En particular, adoptaremos los conceptos de autoeficacia y agencia moral para comprender la expresión de este tipo de comportamiento en los diferentes contextos de vida de los servidores públicos. Mientras que el concepto de agencia moral se refiera a los estándares morales como estimuladores o inhibidores de ciertos comportamientos, el concepto de autoeficacia se refiere a la creencia en la capacidad de actuar de acuerdo con estos estándares en la búsqueda de los resultados deseados. Desde esta perspectiva, ambos conceptos influirán en la adopción de comportamientos proambientales. Los comportamientos investigados se refieren al ahorro de agua y energía, y la correcta eliminación de residuos en contextos laborales, domésticos y otros. Dicho esto, el objetivo de este estudio fue investigar la relación entre los comportamientos proambientales, la creencia en la autoeficacia y la agencia moral, de trabajadores subcontratados que participan en programas de gestión socioambiental de dos agencias públicas federales en la ciudad de Recife . El estudio siguió un diseño de método mixto (QUAN-QUAL), en el que se utilizó una escala de autoeficacia ambiental, aplicada a 122 trabajadores subcontratados y, entre estos, 31 trabajadores de limpieza y despensa fueron entrevistados, ya que son servidores que tratan más directamente con los recursos naturales. En la fase cuantitativa se identificó un perfil predominantemente masculino (63,31%), con estudios secundarios completos (67,2%), con renta familiar entre 0 y 2 salarios mínimos (83,6%). La mayoría había recibido formación (76,2%) durante unos ochos meses (66,7%). En cuanto a las funciones, se encontró que la mayoría brindaba apoyo administrativo interno (30,32%) y externo (26,22%), seguido de actividades relacionadas con la limpieza (21,31%), a la despensa (8,19%) y técnicos de mantenimiento (5,73%). No se encontraron diferencias significativas en relación a la percepción de autoeficacia frente a variables sociodemográficas. En la fase cualitativa, a partir de un análisis de contenido temático, se destacaron las acciones de guardar, reutilizar, desechar adecuadamente, orientar y denunciar ante problemas ambientales o condutas antiambientales presenciadas por los servidores. El análisis de las entrevistas reveló la práctica de comportamientos proambientales en el trabajo, el hogar y otros contextos, permeados por un alto sentido de eficacia en los procesos de autorregulación y elementos de agencia moral. La pertinencia de aplicar la TCS para el análisis de estos comportamientos fue percibida como un aporte a la gestión pública socioambiental. Se hicieron recomendaciones para el mejoramiento de los programas, especialmente estrategias de gestión enfocadas en la percepción de autoeficacia, así como una mayor inversión en infraestructura adecuada para promover comportamientos proambientales.O comportamento e estilo de vida humanos, por vezes, contribui para a degradação acelerada do meio ambiente. No campo da psicologia, uma área designada por psicologia ambiental, investiga o impacto das relações homem-natureza em busca de soluções para preservação do meio ambiente, estimulando a adoção de comportamentos pró-ambientais. Estes são entendidos enquanto comportamentos protetores e promotores de um meio ambiente saudável. A Teoria Social Cognitiva (TSC), que embasa o presente estudo, tem sido amplamente utilizada na compreensão dessas condutas e tem contribuído na melhoria da gestão socioambiental. Especialmente, adotaremos os conceitos de autoeficácia e agência moral para o entendimento da expressão desse tipo de comportamento nos diferentes contextos de vida dos servidores. Enquanto o conceito de agência moral remete aos padrões morais como estimuladores ou inibidores de determinados comportamentos, o conceito de autoeficácia se refere à crença na capacidade de agir em conformidade com esses padrões em busca de resultados almejados. Nessa perspectiva, ambos conceitos irão influenciar na adoção do comportamento pró-ambiental. Os comportamentos investigados dizem respeito à economia de água e energia, e a destinação correta de resíduos nos contextos laboral, doméstico e outros. Dito isso, o objetivo desse estudo foi investigar a relação entre comportamentos pró-ambientais, crença de autoeficácia e agência moral, de servidores terceirizados participantes dos programas de gestão socioambiental de dois órgãos públicos federais em Recife. O estudo seguiu um delineamento misto (QUAN-QUAL), no qual foi utilizada uma escala de autoeficácia ambiental, aplicada a 122 servidores terceirizados e, dentre estes, foram entrevistados 31 servidores da limpeza e da copa, por se tratar de servidores que lidam mais diretamente com os recursos naturais. Na fase quantitativa, foi identificado predominantemente um perfil do sexo masculino (63,1%), com ensino médio completo (67,2%), tendo renda familiar entre 0 a 2 salários mínimos (83,6%). A maioria havia recebido treinamento (76,2%) há cerca de oito meses (66,7%). Quanto às funções, verificou-se que a maioria exercia apoio administrativo interno (30,33%) e externo (26,23%), seguidos por atividades relacionadas à limpeza (21,31%), à copa (8,20%), e técnicos de manutenção (5,74%). Não foram encontradas diferenças significativas em relação à percepção de autoeficácia em face das variáveis sociodemográficas. Na fase qualitativa, destacou-se, a partir de uma análise de conteúdo temática, as ações de economizar, reutilizar, descartar corretamente, orientar, reportar e reclamar em face de problemas ambientais ou comportamentos anti-ambientais presenciados pelos servidores. A análise das entrevistas revelou a prática de comportamentos pró-ambientais nos ambientes laboral, familiar e em outros contextos, permeada por um elevado sentido de eficácia nos processos de autorregulação e elementos da agência moral. Percebeu-se a pertinência da aplicação da TSC para análise desses comportamentos, como contribuição para a gestão pública socioambiental.
