Digital Transformation has caused changes in the structure and actions of governments. Faced with these changes, some organizations such as: Organization for Economic Cooperation and Development (OECD), United Nations (UN) and World Bank, have proposed new guidelines, through assessments and/or recommendations. This research aims to investigate how these international organizations evaluate the digital transformation of government (digital government) based on their indices, highlighting opportunities for improvement. This work is driven by the following question: how do the parameters of digital transformation, proposed by international organizations, relate to each other and can they provide subsidies to help improve the strategic Digital Transformation actions of governments, including in Brazil? The panorama of the applied research process was based on a qualitative approach, in which, through a literature review, knowledge related to DT in the context of governments was explored and, based on the repertoire of documentary material, the indicators of these organizations were explored. international. As a result, a comparative analysis could be developed, in which it was possible to assess Brazil's adherence to what has been discussed and proposed in academia and the international community on this topic. This research work reveals the common aspects and relevant characteristics in the composition of each index, helping countries to develop their capabilities related to the digital transformation of their governments through suggestions for improving their government strategies and initiatives to create of value. Finally, future research gaps are presented as a stimulus for new study opportunities in this field.
