In its 70 years of existence, completed in 2021, the National Council of Scientific and Technological Development (CNPq), the oldest Brazilian development agency, has played an essential role in training human resources and promoting research. Since 1951, it has awarded scholarships in the Scientific Initiation (IC) modality. In the 60s, when the CNPq Graduate Commission was created, it was identified as the type of scholarship that received the most investments from the Council. The Institucional Program for Scientific Initiation Scholarships - PIBIC is a public Policy instituted by CNPq in 1988. PIBIC is a CNPq development action operated by Higher Education Institutions (IES) and by Research Institutes (IP), and constitutes an innovative experience in Brazil and in the world. The Program was created with the purpose of contributing to the training of human resources for research. Although studies and some evaluation reports on this public policy have already been commissioned by CNPq, the latest numbers of the program are based on scholarships for the year 2014. Thus, the analysis in question sought to present a more recent result, specifically about beneficiaries of the year 2019 policy. This research work demonstrates the impact of this policy, with the main focus on verifying the inclusion of its beneficiaries in postgraduate programs in Brazil: effects on the training of human resources for research (masters and doctors). Furthermore, it has a history since the beginnning of granting scholarships in the IC modality, through the creation of PIBIC, and reaching the presente day. It also presentes some analysis of previous evaluations. The results show that the Program contributes to the advancement of knowledge, and expansion of the Brazilian scientific and technological system, especially in the training of human resources. Indirectly, it contributes to the strengthening of the institutions involved in addition to favoring the implementation of other public policies. However, it is recommended to carry out additional studies, and regularly, about the PIBIC/CNPq for greater knowledge of its results. In particular, with regard to the perspective of supervisors, a topic that is still explored.
