Brazil has an interesting laboratory to identify the profile of the electorate able to vote, but who does not appear at the polls on election day, as it is a young elec- toral system that, since the nineties, has been in constant structuring. This work pre- sents the profile of these voters for the elections that took place between 2000 and 2018, with the objective of presenting the most relevant attributes to characterize the non-participatory voter, the main possible motivations, factors and motivators for such behavior, so as to provoke a reflection and evaluations of the higher bodies and enti- ties of that country in relation to the traditional mechanisms of connection between citizens, the electoral system and party systems, currently in force in the country. Such empirical support can assist the State in the elaboration of democratic inclusion policies in the country at the federal, state and municipal levels, precisely because it identifies the socioeconomic profile of the defaulting voter. Eradicating or mitigating such behavior strengthens the formation and development of a more critical and po- litically active society, through, mainly, awareness of the importance of each citizen in his de-democratic exercise.
