We analyzed the investments with Constitutional Fund for Financing of the Northeast (FNE) in the Sustainable Development Plan of the Tourist Route of the Route of Emotions in the Mid-North Region of Brazil (PDSRT, 2010). Initially, we used the evaluation with a parametric methodology of OLS (Ordinary Least Squares) with fixed effect to estimate the association relationship of the FNE (proxy of public investments) with the variation of the added value of services (proxy of Activities Characteristics of Tourism) observing a database for the period 1999-2018 of the 38 municipalities, and aggregating these data by territoriality of three tourist regions called Delta do Parnaíba (Piauí), Lençóis Maranhenses (Maranhão) and Jijoca de Jericoacoara (Ceará) in order to highlight the contribution of the FNE to the regional development of the Mid-North Region of Brazil. Then, and pointing out as our main contribution to the academic literature, we use Data Concentration Analysis with data in the same period and using a non-parametric alternative for comparability of results to the OLS methodology, and thus consistently qualifying the results of the parametric estimation. For that, we built a matrix containing the dynamics of the Global Percentages (GP) of the added value variable of 5 (five) sectors of economic activities (agriculture, industry, public administration, services and tax collection). Then, we built matrices with the dynamics of the Location Quotient (LQ) to identify the Concentration Index (CI) of data from the 5 (five) sectors in 6 (six) tourist regions defined in the study (Delta, Jeri and Lençóis) with municipalities considered in the treatment condition and with neighboring municipalities considered in the control condition. Our results indicate that there is evidence of the contribution of the FNE (PSDRT, 2010) to regional development, by estimating association parameters in the variation of value-added services when the 38 municipalities were verified in the period 1999-2018 and, regionally, with emphasis on the Region Delta do Parnaíba Tourism in the State of Piauí, which presented the best positive and statistically significant coefficients. value added by sectors of economic activities in the observed region.
