Resumo: This dissertation discusses the public-private relationship based on the actions of the Ayrton Senna Institute (IAS) in the municipality of Feira de Santana – BA, through the flow correction programs Se Liga and Acelera Brasil. The research was guided by the following question: what are the characteristics of the partnership established between the Ayrton Senna Institute and the Municipal Department of Education (SEDUC) and what elements do they offer to explain part of the rooting processes of bourgeois hegemony in municipal education? Therefore, the general objective was to reveal the characteristics of the partnership established between the IAS and SEDUC, considering the advancement of the neoliberal agenda in the country, and what are the mechanisms for reproduction bourgeois hegemony in the municipality. considering the advancement of the neoliberal agenda in the country, and what are the mechanisms for reproduction bourgeois hegemony in the city. The research, of a qualitative nature, had as interpretative reference the historical – critical approach, based on Dermeval Saviani (2015). The empirical bases for the research were semi-structured interviews with professionals who had some experience with flow correction programs as well as their documents, taking as an indication the documentary analysis proposed by Cellard (2012), which enabled us to build a collection made up of pieces gathered in various collections, including projects, advertising pieces, videos, regulations, statements in newspapers, among other documents published on electronic media hosted by the institutions involved, as well as testimonies. In an attempt to analyze the data in a manner coherent with our theoretical perspective, we chose as analytical keys the concepts of Hegemony and Organic Intellectuals developed by Gramsci (2001; 2007);Managerialism addressed by Newman and Clarke (2012) and Corporate Social Responsibility present in the systematic developed by Lopes and Silva (2020). The results of this research were organized into three textual sections. In the first textual section we present that the new organizational paradigm of the Brazilian State was nourished by the fetishism of efficient management, the need to manage well while spending less, using the New Public Management model and resorting to managerialism as an ideological strategy to guarantee the market’s freedom to manage. In the second section, we present the IAS and its layers of action, placing the institution in the universe of public-private partnerships and seeking to reveal the implications of its participation in the construction of Brazilian public educational policies. In the discussion presented in the last textual section, we brought elements that demonstrate how the IAS interferes in the relationships and pedagogical organization of schools. With this, we problematize educational management from a business perspective, governed by the principles of efficiency, effectiveness, control, hierarchization of relationships, centralization of power and development of skills, and the implications caused in the appearance of the educational system in Feira de Santana.

A pesquisa foi balizada pela seguinte questão: quais as características da parceria estabelecida entre o Instituto Ayrton Senna e a Secretaria Municipal de Educação e os elementos que elas oferecem para explicitar parte dos processos de enraizamento da hegemonia burguesa na educação municipal? Sendo assim, adotou-se como objetivo geral, desvelar as características da parceria estabelecida entre o IAS e a SEDUC, considerando o avanço da agenda neoliberal no país e os mecanismos de reprodução da hegemonia burguesa no município. A pesquisa, de natureza qualitativa, teve como referência interpretativa a abordagem histórico – crítica, alicerçada em Dermeval Saviani (2015). As bases empíricas para a pesquisa foram entrevistas semi-estruturadas com profissionais que tiveram alguma vivência com os programas de correção de fluxo e documentos, tomando como indicativa a análise documental proposta por Cellard (2012), o que nos possibilitou a construção de um acervo constituído por peças reunidas em acervos variados, incluindo projetos, peças publicitárias, vídeos, normativas, pronunciamentos em jornais, dentre outros documentos veiculados em meios eletrônicos alojados pelas instituições envolvidas, assim como depoimentos. No intento de analisar os dados de maneira coerente com nossa perspectiva teórica, elegemos como chave analíticas os conceitos de Hegemonia e Intelectuais orgânicos desenvolvidos por Gramsci (2001; 2007); Gerencialismo abordado por Newman e Clarke (2012) e Responsabilidade social empresarial presente na sistemática desenvolvida por Lopes e Silva (2020). Os resultados dessa pesquisa foram organizados em três seções textuais. Na primeira seção textual apresentamos que o novo paradigma organizacional do Estado brasileiro, nutriu-se no fetichismo da gestão eficiente, da necessidade de gerir bem gastando menos, utilizando dos moldes da Nova Gestão Pública e recorrendo ao gerencialismo como estratégia ideológica para a garantia da liberdade de gerir por parte do mercado. Na segunda seção, apresentamos o IAS e suas camadas de atuação, situando a instituição no universo das parcerias público-privada e buscando revelar as implicações de sua participação na construção das políticas públicas educacionais brasileiras. Na discussão apresentada na última seção textual, trouxemos elementos que demonstram como o IAS interfere nas relações e na organização pedagógica das escolas.
