Resumo: This research strives to make a theoretical and practical contribution to the process of urban and regional planning widely spread by the government politics of urban development on the State of Paraná. It is both an exploratory and comparative study, based on an extensive literature, ranging from decision taking skills, science information, economy, sociology to urban and regional planning. The context of this research is to examine issues related to the urban growth experienced by the city of Sarandi - Metropolitan Region of Maringá - and the forecasting of future scenarios. The study presents three scenarios of land use, all formulated by different methods and techniques of spatial data. The scenario "A" uses urban growth projection that employs the tools and techniques contained in the County Master Plan. Scenario "B" and "C" are obtained through overlapping layers off spatial data, using different methods for the formul?ation of their respective territorial mosaics. The scenarios of land use "B" and "C" are formulated so that the analyzed territory reaches sustainability according to the principles of "Sustainable Cities", widely supported by Agenda 21 and Brazilian Agenda 21. Finally, a comparative analysis outlines the strengths and weaknesses of each one of the scenarios of land use.

É simultaneamente um estudo comparativo e exploratório, com base em uma vasta literatura, abrangendo desde disciplinas de apoio à tomada de decisões, informações das ciências geográficas, da economia, da sociologia e do planejamento urbano e regional. O contexto desta investigação consiste em analisar questões relacionadas ao crescimento urbano experimentado pelo município de Sarandi - Região Metropolitana de Maringá - e à previsão de cenários futuros. O estudo apresenta três cenários de ordenamento territorial, todos formulados por meio de diferentes técnicas e métodos de espacialização de dados. O cenário "A" utiliza projeção de crescimento urbano que emprega os instrumentos e técnicas contidos no Plano Diretor Municipal. Os cenários "B" e "C" são obtidos através da espacialização e sobreposição de camadas de dados, utilizando métodos distintos para a formulação dos seus respectivos mosaicos territoriais. Os cenários de ordenamento territorial "B" e "C" são formulados para que o território analisado alcance a sustentabilidade de acordo com os princípios de - cidades sustentáveis - difundidos pela Agenda 21 e Agenda 21 Brasileira.
