This research aims at analyzing the evolution and transformations of the software companies gathering in Maringá and within this context studying the institutionalization process of the software LPA - Local Productive Arrangement - embryo in Maringa city in the northwest of Paraná, from 1998 to 2007. The data analysis was carried out using the axiom: comprehension - interpretation - new comprehension and the content analysis, starting from the qualitative and quantitative data and observing the conceptual parameters enlightened by the institutional theory and the ones which establish the entrepreneurship. In this way, the formation process of LPA software embryo in Maringa city was characterized through a historical-empirical research which showed the stages of the institutionalization process of this software LPA embryo. This process actors - entrepreneur profile was verified by the CEI - Carland Entrepreneurship Index. These actors were mainly identified as meso-entrepreneurs with potential to become macro-entrepreneurs. Pearson's correlation coefficient was used between the CEI and the Interorganizational Relationship Conditionings Some incipient actions related to public policies were identified during this software APL embryo's formation process. On the other hand, it was verified that there is a latent necessity of agents, such as local, state and federal government, to intensify these actions, starting from 2007, with the purpose of encouraging the entrepreneurship practice and the institutional strengthening of such productive gathering. It is possible to conclude that the institutional strengthening of this software LPA embryo relies fundamentally on the entrepreneur's potential and on the interorganizational relationship conditionings identified in its actors, as well as the establishment of specific public policies addressed to this sector
