Adolescente privado de liberdade : análise da socioeducação no Estado do Paraná

The purpose of this study is to collect data, analyze and evaluate the public policies destined to the teenagers deprived of liberty and their families, comprehending, at the same time their conduct and family dynamics. The research was limited to the data of the State of Paraná Censes, especially to the Ponta Grossa city. The evaluation was directed to if, during the confinement period, the objective conditions (habitation, neighborhood, access to quality public services and programs, family income) and subjective ones (moral values, beliefs, communication patterns, feelings and conflicts) of the family environment were target of effective changing interventions. The theoretical fundaments used are related to the socio-historical and systemic approach, guided by a qualitative methodology carried out by the action-research and the participative observation, through data collection, field, documental and bibliographic research. Was made a historical rescue of the treatment policies to the Brazilian child and youth until the contemporary situation in which prevails the Child and Adolescents Statute - Estatuto da Criança e do Adolescente. Were collected profiles of the Brazilian teenagers and institutions that provide that care, researching yet the profile of the teenagers deprived of liberty in the State of Paraná, through the situation of referral after the completion of confinement periods, genre, race and color, occupational situation, family income, family situation, use of psychoactive substances, motive of apprehension, age group, education, origin and infraction site, among others. It was also discussed the role of the socio-education in Paraná and the difficulties and challenges faced by the professionals in fulfilling its role as transforming agents of the reality experienced by the liberty deprived teenager. The brought up hypothesis were related to the lack or deficiency of such policies, and such aspects would be associated to the failed attempts by the teenagers in keeping away from infractions when returning to the original family environment after fulfilling the sanction. The data analysis showed that, even though there is a set of laws which advocate the child and teenagers rights, most of these subjects live in a reality of extreme social vulnerability, impoverishment and lack of access to public services and policies, favoring that way the early involvement with criminal acts, in the end, this subjects are, in its entirety, poor, considering that it was found that 46% of this teenagers families earn 1 to 2 minimum wage income.
