This paper presents results of research on the political culture of the non-profit foundations leaders in Maringa. More specifically, it deals with these subjects perception on social inequality in our country. For this purpose, shared values were checked by the group when questioned about four possible responsibilities for inequality: non-profit foundations, government, people in vulnerable situations and elites. Upon this investigation, it was possible to assess how the studied group comprises poverty, what are their expectations about the role of the government and entities, how they understand the vulnerable people?s actions e the potencials and limitations for a democracy conception. By identifying these leaders as belonging to an elite non-state, we sought to further understand the motivation for involvement with an elite association that, at some level, aims to review the tables of inequality. This research was based on a mixed methodology, comprising a survey applied to directors of certified associations, followed by conducting focus groups with a sample of respondents in this survey. The findings indicate that while the group in question recognizes inequality and appears willing to reverse it, naturalizes their evidence and at times even seems to conform to uneven current scenario.
