This dissertation brings together a set of research data about PNCF in Brazil with a specific cut: the state of Rio Grande do Norte and a spatial delimitation in the areas of settlements Firmeza and Boágua II, belonging to the counties of Caraúbas and Upanema, respectively. The research contributes to the debate on agrarian reform and development, public policies, Agrarian Assisted Market Reform as a conceptual and theoretical framework of land access programs in Brazil and the conception, rules, guidelines, financing lines and PNCF indicators in Brazil, Brazilian regions and the locus of the research. In the construction of the official discourse, PNCF is established as the main program of access to land in the country, with the objective of reducing rural poverty, as well as promoting family agricultural production, allowing communication, a secondary database, from the National Under Secretariat for Agrarian Reorganization and State Secretariat of Land Affairs and Support for Agrarian Reform / RN, is used for the Operational Manuals of the lines of financing Combating Rural Poverty, Consolidation of Family Agriculture and Our First Land, and also to the primary data, gathered through interviews with the representatives of the State Technical Unit / RN, of the Union of Rural Workers and Legislative Branch of Upanema / RN, of the Union of Rural Workers of Caraúbas / RN, of the Pastoral Land Commission, program technician in the state and beneficiaries of the program in the two settlements. With this, a mapping was carried out and the following results were obtained: the program operates in 21 federative units, executed 44,783 proposals, with 99,397 families benefiting from the CPR, CAF and NPT financing lines 2,330,959,274.00 in Land Acquisition Subprojects, Community and Basic Investment Subprojects. However, with regard to the indicators of area financed by the PNCF in the state of Rio Grande do Norte and the municipalities of Upanema and Caraúbas, it is inferred that the National Land Credit Program acts as an important instrument of settlement and permanence of families in the field, giving access to credit for low-interest land financing with payment subsidies, as well as resources for non-reimbursable productive investments
