The Brazilian Federal Constitution of 1988 establishes in its Article 23 the common competence of the Union, the States, the Federal District and the Municipalities. With regard to improving basic sanitation conditions. The state of Paraíba is the fourteenth most populous in Brazil, with an estimated population of 4,025,558 inhabitants and consists of 223 municipalities. As a research problem, the following questions arise: how are the investments in basic sanitation of the municipalities of the São Saruê consortium analyzed? Are all the population of these municipalities served with sanitary sewage? Therefore, it defined the objective of the research was to analyze the investment in sanitation in the municipalities belonging to the consortium are Saruê, Paraíba are: Assumption, Juazeirinho, Junco do Seridó, Livramento, olive groves, Pocinhos, Santo André, Soledad, Taperoá, Tenorio, Sao Jose dos Lambs and Salgadinho through the information contained in the National Sanitation information System (SNIS), Ministry of Health and others, between the years 2007 until the year 2016. This research is classified as exploratory, as objectives; As for the procedures, it is a bibliographical and documentary research, since first, the theoretical reference was elaborated based on already published material. Next, a search was made for the documents, city hall reports, on investments in basic sanitation. As for the problem of approach was quantitative, to measure reality in terms of investment in basic sanitation in the municipalities of the Consortium and how these impacted investments in social indicators in these municipalities. In addition to qualitative, data were compared and analyzed. In the twenty-first century, the search result surprising and alarming because it was found that about 66% of the population of these cities do not have sanitation. In Tenório the situation is more serious, since 99% of the population of the have neither piped water nor sanitary sewage. It is up to the rulers to change this scenario, but it is mainly up to society in general to demand this change.
