Tourism is also a field where shrouded contradictions and myths. On the one hand, there are reinforcements in critical chain of those who realize exist, this activity, economic domination and submission relationships of local cultures to the dictates of the market. Are those that make us question whether tourism is, in fact, promoter of the development of a region. On the other hand, is generous, and growing, the list of supporters that this drives the creation of jobs and income, allowing social mobility and improve the well-being of populations. This research presents an analysis of the impactin theeconomy and culture (d) the municipality of Cabaceiras, Paraíba State, after insertion of Cultural Historic Tourism project in the Cariri Paraibano, developed by Sebrae, in the triennium 2006/2008, with the goal of developing the productive chain of tourism and culture. Although the project of Sebrae has been planned for 31 municipalities of Cariri, Brazil, it was decided to centralize this search in Cabaceiras, according to their natural potential that, since the Decade of 1990, attracted the attention of tourists and researchers from Brazil and abroad. The approach was qualitative. It was a descriptive research, using the case study of single type, having as timeframe the period 20042010. The survey was divided into two steps. The first was a documentary analysis and interviews with residents of the place of research, participants of deployment processes or development of that project. In the second, raised-if information in the Prefecture of Cabaceiras, Paraíba State Board of trade (Jucep) and Company Paraíba's desk (PBTur). In both phases, data sought descriptions and analyses to the changes that have occurred, after insertion of the project, related to the generation of employment and income, tourist demand, valuing local culture and tourism infrastructure. The results showed that the project has encouraged the meeting and the organization of actors of the place, identification of new tourist potential and training of manpower. However, it is not realized as advances tourist flow and increases in the number of persons employed formally in hospitality. In infrastructure, realized-if failures in strategic sectors for tourism, as signs and roads. The survey revealed criticism to the appreciation of cultural-historical heritage, which were placed on brevity with which the actions were performed. A positive analysis of project of Sebrae as to diagnose and indicate opportunities focused on the improvement of tourist activity. However, there was lack of a more permanent management, able to ensure the presence of the entire population in the search for an equitable development and socially fairer.
