This paper proposes an analysis of Brazilian foreign policy from a neo-developmentalist perspective in the period 2003-2011. The aim of this paper is to answer whether the foreign policy of the Rousseff administration was less proactive compared to that of its predecessor. To this end, it is necessary to observe how the domestic environment can positively or negatively influence its conduct, given that traditionally, internal political challenges can hinder the conduct of foreign policy, as it demands a lot of dedication and energy from its representatives. For this purpose, a qualitative methodology was used, with a bibliographical survey. It was found that the Lula da Silva and Dilma Rousseff governments opted for a fiscal policy based on the macroeconomic tripod, in order to contain public spending and inflation. It was found that the macroeconomic adjustments implemented since Dilma Rousseff's government contributed to the decline of the neo-developmentalist model. It was found that the effects of Operation Lava Jato on the oil industry, especially Petrobras, were negative for the performance of the main national construction companies. Finally, it was concluded that the discontinuation of the active and proud policy of the Lula era during the Rousseff administration is a result of a less favorable external environment, while in the internal environment there were greater political and economic challenges that culminated in the decline of neo-developmentalism.
