The Brazilian social assistance policy has been exposing a gradual and continuous expansion on its budget and its financing over the last few years, accompanied by an inedited centrality in the list of social protection policies.In a critical dialectical perspective, from an ontological, critical and historical approach of the reality - we do a judgment about this reality and, therefore, propose it as an object of study, since we understand it just as phenomenal appearance of "thing in itself".This study aims to explain the growth of the budget and financing of social assistance policy in deployment context - SUAS - 2005-2013 - , given that the current historical moment is marked by an unbridled pursuit of capital for restoration of their profits.Therefore, we use as instrumental methodological resource, primary and secondary data, bibliographic and documentary nature - through documents relating to the budget and the financing of social assistance policysuch as: General Balance of the FNAS , General Balance the Budget of the Federal Government , Annual Reports Social Security of ANFIP, data from SIGA Brazil , whose source the SIAF (Integrated Financial Management of the Federal Government), and the Integrated Budgetary data (SIDOR) , National Policy for Social assistance, Multi-Year Plan (PPA), the Budgetary Guidelines Law (LDO) , the Annual Budget Law (LOA) and physical and financial Reports, in the light of overlapping between the universality of capital at this time of structural crisis , and the particularity of the Brazilian reality.In this sense, this study reconstructs the causal links that mediate the relationship between the specificity of the Brazilian Social Assistance and the current stage of capital expansion, highlighting the historical mediations of the capitalist mode of productionthat has meant in social policies, especially from the acquisitionof public funds by the capitalism, contextualizes the social policy in the particularity of the Brazilian social formation and explains as concrete thinking, the growth of the budget and the Social Assistance funding from SUASdeployment of context, showing that this growth contributes to the expansion of capital, as has been instrumental in search for new fields of getting profits in contemporary Brazil, has responded to strong process of unemployment and job insecurity, as has also been a stimulus to the local economy.
