Consórcios intermunicipais e desenvolvimento no semiárido: a experiência do COGIVA no Vale do Paraíba

This dissertation is based on the assumption that Regional Development is a political issue that requires the mobilization and integration of forces between different public actors to achieve common objectives. Intermunicipal consortia are essential in this context, considering the lack of financial resources and technical support in municipalities. The objective of this work was to investigate the policies and actions of the Intermunicipal Consortium for Integrated Public Management in the Municipalities of Baixo Rio Paraíba (COGIVA) to adapt the consortium municipalities to the National Solid Waste Policy, established in 2010. This is exploratory, bibliographical research and documentary, carried out through the collection of information in the Consortium itself, in the member municipalities, as well as in files of the Public Ministry of Paraíba (MPPB) and the State Court of Auditors (TCE), between the years 2009 to 2022. How As a result, it was verified that there was, in fact, collaboration between the consortium members for the elaboration of the Intermunicipal Plan for Integrated Solid Waste Management (PIGIRS), in addition to the mobilization of municipalities to comply with Law 12,305/2010, in relation to the final destination of solid waste. It must also be considered that the actions were more effective the more intense the participation and pressure from the Public Ministry of Paraíba. The research findings indicate, on the other hand, that COGIVA did not contribute, in a significant way, to the inclusion of collectors in the logic of safe and sustainable management and disposal of solid waste. It is concluded that, by not incisively addressing the issue of reducing production and recycling solid waste produced by human action, neither the actions of COGIVA nor those of the Public Ministry were sufficient to help municipalities achieve their goals in relation to the Sustainable Development Goals (SDGs), contained in the United Nations (UN) 2030 Agenda.
