Resumo: The disputes in the South China Sea between Beijing and several other actors in the Asia- Pacific region (Taiwan, Indonesia, Malaysia, Vietnam, the Philippines and Brunei) have been considered by many analysts as a major hotspot generating regional instability, occupying a Space in the Chinese security agenda. China's maritime strategy plays a relevant role in the territorial disputes of the South China Sea, as Beijing has relied on its military and nonmilitary vessels as powerful political tools, either to pressure other actors in the region, to reaffirm its claims on sovereignty and Jurisdiction or consolidate their positions in the disputed waters in the South China Sea, in addition Beijing has presented a more assertive behavior from 2009-2010 according to the understanding of authors such as Raditio (2015), Ross (2012), Zhang (2016) . Friedberg (2015) and Yahuda (2013)In this context, the purpose of this dissertation is to analyze Beijing's current maritime strategic behavior, taking into account the disputes in the South China Sea and its fundamental interests in these disputes. It sought to outline Beijing's strategic behavior between the period 2009-2016, in addition the present paper briefly describes two major incidents involving Beijing's maritime and naval capabilities in the South China Sea, the Scarborough Shoal incident in 2012 Between China and the Philippines and the incident with the Chinese oil platform Haiyang Shiyou 981 in 2014-2016 between China and Vietnam for the purpose of illustrating the current Chinese maritime strategic behavior.The methodological procedure employed is quantitativequalitative, of an exploratory and descriptive character, with a predominantly political bias and using the defensive structural realism as a theoretical reference.its argues that China exhibited complex strategic behavior, on the one hand demonstrated a growing assertiveness that is represented primarily through its maritime strategic behavior in disputes, this assertiveness is brought about by the security dilemma between China and Southeast Asia and other factors Minor, on the other hand as realistic defensive state has undertaken cooperative measures to ease the aggravation of tensions in disputes, although using strategic differentiated movements, Beijing's goal has been the same, do not lose positions in the South China Sea disputes, or That is, to maintain the status quo.

It sought to outline Beijing's strategic behavior between the period 2009-2016, in addition the present paper briefly describes two major incidents involving Beijing's maritime and naval capabilities in the South China Sea, the Scarborough Shoal incident in 2012 Between China and the Philippines and the incident with the Chinese oil platform Haiyang Shiyou 981 in 2014-2016 between China and Vietnam for the purpose of illustrating the current Chinese maritime strategic behavior.The methodological procedure employed is quantitativequalitative, of an exploratory and descriptive character, with a predominantly political bias and using the defensive structural realism as a theoretical reference.its argues that China exhibited complex strategic behavior, on the one hand demonstrated a growing assertiveness that is represented primarily through its maritime strategic behavior in disputes, this assertiveness is brought about by the security dilemma between China and Southeast Asia and other factors Minor, on the other hand as realistic defensive state has undertaken cooperative measures to ease the aggravation of tensions in disputes, although using strategic differentiated movements, Beijing's goal has been the same, do not lose positions in the South China Sea disputes, or That is, to maintain the status quo.As disputas no Mar do Sul da China entre Beijing e diversos outros atores da região da Ásia e Pacífico (Taiwan, Indonésia, Malásia, Vietnã, Filipinas e Brunei) têm sido considerada por muitos analistas como um importante hotspot gerador de instabilidade regional, ocupando um espaço fundamental na agenda de segurança chinesa. A estratégia marítima chinesa desempenha um papel pertinente nas disputas territoriais do Mar do Sul da China, pois Beijing tem-se valido de suas embarcações militares e não militares como poderosas ferramentas políticas, seja para pressionar outros atores da região, reafirmar suas reivindicações sobre a soberania e jurisdição ou consolidar suas posições nas águas contestadas no Mar do Sul da China, além disso Beijing tem apresentado um comportamento mais assertivo a partir de 2009-2010 segundo a compreensão de autores como Raditio (2015), Ross (2012), Zhang (2016). Friedberg (2015) e Yahuda (2013), o que tem preocupado especialistas e comunidade internacional. Neste contexto, o objetivo desta dissertação é analisar o comportamento estratégico marítimo atual de Pequim, tendo em conta as disputas no Mar Sul da China e seus interesses fundamentais nestas disputas. Procurou-se traçar um panorama do comportamento estratégico de Beijing entre o período de 2009-2016, além disso o presente trabalho descreve brevemente dois incidentes principais envolvendo as capacidades marítimas e navais de Beijing no Mar Sul da China, o incidente em Scarborough Shoal em 2012 entre China e Filipinas e o incidente com a plataforma petrolífera chinesa Haiyang Shiyou 981 em 2014-2016 entre China e Vietnã com a finalidade de ilustrar o atual comportamento estratégico marítimo chinês. O procedimento metodológico empregado é o quantitativo-qualitativo, de caráter exploratório e descritivo, de viés eminentemente político e utilizando o realismo estrutural defensivo como referencial teórico. Argumenta-se que a China exibiu um comportamento estratégico complexo, por um lado demonstrou uma crescente assertividade que é representada precipuamente através do seu comportamento estratégico marítimo nas disputas, esta assertividade é provocada pelo dilema de segurança entre a China e o Sudeste Asiático e outros fatores menores, por outro lado como estado realista defensivo tem empreendido medidas cooperativas para aliviar o agravamento das tensões nas disputas, embora utilizando movimentos estratégicos diferenciados, o objetivo de Beijing tem sido o mesmo, não perder posições nas disputas do Mar do Sul da China, ou seja, manter o statu quo.Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPESapplication/pdfUniversidade Estadual da ParaíbaPrograma de Pós-graduação em Relações Internacionais - PPGRIUEPBBRCentro de Ciências Biológicas e Sociais Aplicadas - CCBSAPró-Reitoria de Pós-Graduação e Pesquisa - PRPGPChinese maritime strategyTerritorial disputes in the South China seaDefensive structural realismOUTROSEstratégia marítima chinesaDisputas territoriais no mar do Sul da ChinaRealismo estrutural defensivoA serpe sobre as águas: a estratégia marítima chinesa e a dinâmica do poder nas disputas no mar do Sul da China (2009-2016)info:eu-repo/semantics/publishedVersioninfo:eu-repo/semantics/masterThesisMelo, Filipe Reishttp://lattes.cnpq.br/4203193403530311Teixeira Júnior, Augusto Wagner Menezeshttp://lattes.cnpq.br/5020954657741658Oliveira, Henrique Altemani dehttp://lattes.cnpq.br/9613045444888266http://lattes.cnpq.br/8298250126891832Menezes, Flaviano Fagner Santosinfo:eu-repo/semantics/openAccessporreponame:Repositório Institucional da Universidade Estadual da Paraíba (UEPB)instname:Universidade Estadual da Paraíba (UEPB)instacron:UEPBLICENSElicense.txtlicense.txttext/plain;
