Resumo: In Brazil's development strategy was driven by conceptual mechanisms defined as territorial development policies. These policies have been implemented in many rural areas, aiming to direct resources to areas of poor development, which entered through the articulation of social actors in context, they would present proposals for feasible actions that were confluent for overcoming social and economic inequalities. The region of Paraiba Seridó, social research locus, was included in 2010 in the framework of this national policy, through the articulation of social actors, and they are representatives of government and civil society, with the aim to converge to the territory, public policies seen as essential to the development pled strategy, such as the Food Acquisition Program - PAA, National Policy for Rural Technical Assistance - PNATER, Harvest Plan Guarantee Safra, National Program for Strengthening Family Agriculture - PRONAF, among others. From the configuration outlined is stated that the research aims to analyze the process of articulation of social actors in Rural Territory Seridó Paraiba, and its contribution to the construction of public policies to promote sustainable regional development. To develop the research function of the object of study and goals we opted for a methodological way contemplating secondary data collection, performed by literature search with a contextual literature on the topic, also used primary data gathered empirically from collection of reports and interviews, focused on the instance of action of social actors, the Forum of Sustainable Territorial Development Seridó Paraiba, setting in which the interaction of these social actors intertwines. Thus, research is exploratory and descriptive, and qualitative and quantitative nature, using as research instrument to nonparticipant observation and semi-structured interview. The results show that the analyzed geographic divisions is one of the most underdeveloped of the semiarid northeast, confirming the need for the implementation of development strategies such as the one investigated in this work out. These strategies, however have not been able, yet, to signal the prospect of overcoming this stage of social and economic lethargy starvation, due to the same mechanisms to configure development exogenous to the territory, reflecting the advocacy of a model for implementing public policy imposed by governmental powers that be at the expense of strategies based on the collective construction of territorialized and scope of these mechanisms with a view to overcoming underdevelopment rooted in Seridó Paraiba. However, it appears that the process of articulation of social actors underway, represents an important advance for designing a new model of social intervention, when considering that incipient public authorities and civil society together were able to erect a space which metamorphosed into an arena for debates and propositions, where several actions to attempt to land development could be discussed, something unheard of in this space, and that in the long term may represent an effective strategy to overcome socioeconomic verifiable delay in this region.

Estas políticas foram implementadas em diversos territórios rurais, objetivando direcionar recursos para áreas de desenvolvimento débil, que através da articulação dos atores sociais inseridos no contexto, apresentar-se-iam propostas de ações exequíveis, que fossem confluentes para superação das desigualdades sociais e econômicas. A região do Seridó paraibano, lócus social da pesquisa, foi incluída em 2010 no âmbito desta política nacional, através da articulação dos atores sociais, sendo os mesmos, representantes dos poderes públicos e da sociedade civil, tendo por finalidade fazer convergir para o território, políticas públicas tidas como indispensáveis à estratégia de desenvolvimento pleiteada, a exemplo do Programa de Aquisição de Alimentos PAA, Política Nacional de Assistência Técnica Rural PNATER, Plano Safra, Garantia Safra, Programa Nacional de Fortalecimento da Agricultura Familiar PRONAF, entre outras. A partir da configuração esboçada enuncia-se que a pesquisa tem como objetivo analisar o processo de articulação dos atores sociais no Território Rural do Seridó Paraibano, e sua contribuição para a construção de políticas públicas capazes de fomentar o Desenvolvimento Territorial Sustentável. Para o desenvolvimento da pesquisa em função do objeto de estudo e objetivos optou-se por um caminho metodológico contemplando a coleta de dados secundários, realizada através da pesquisa bibliográfica com uma literatura contextualizada sobre a temática, também se utilizou de dados primários reunidos empiricamente a partir da coleta de relatos e realização de entrevistas, focadas na instância de atuação dos atores sociais, o Fórum de Desenvolvimento Territorial Sustentável do Seridó Paraibano, cenário no qual a interação destes atores sociais se entrelaça. Assim, a pesquisa é de caráter exploratório e descritivo, e de natureza qualitativa e quantitativa, utilizando como instrumento de pesquisa a observação não participante e a entrevista semiestruturada. Os resultados apontam que o recorte geográfico analisado representa um dos mais subdesenvolvidos do semiárido nordestino, corroborando a necessidade de implementação de estratégias de desenvolvimento como a que fora investigada neste trabalho. Estas estratégias, porém não foram capazes, ainda, de sinalizar uma perspectiva de superação deste estágio de letargia social e inanição econômica, em razão das mesmas configurarem mecanismos de desenvolvimento exógenos ao território, reflexo da defesa de um modelo de aplicação de política pública imposta pelos poderes governamentais constituídos, em detrimento de estratégias baseadas na construção coletiva e territorializada de alcance de resultados com vistas à superação do subdesenvolvimento enraizado no Seridó Paraibano. Entretanto, se depreende que o processo de articulação de atores sociais em curso, representa um importante avanço para a concepção de um novo modelo de intervenção social, ao se considerar que incipientemente poder público e sociedade civil, em conjunto, foram capazes de erigir um espaço, que se metamorfoseou em uma arena de debates e proposituras, onde as diversas ações voltadas à tentativa de desenvolvimento do território pudessem ser debatidas, algo inédito neste espaço, e que pode em longo prazo representar uma tática eficaz para vencer o atraso socioeconômico verificável nesta região.Made available in DSpace on 2015-09-25T12:23:26Z (GMT).
