Since urbanization is one of the most important processes of today, the accelerated growth of cities in recent decades has exposed an excessively degrading pattern, resulting from a development that promotes unequal access to natural resources by society, ending up leaving several locations without access to Water. As the urbanization process progresses, a considerable retreat of nature is verified in the same proportion; impacts on urban waters are thus linked to population density. Thus, in the light of urbanization processes in the municipality of Alagoa Nova and water commodification procedures, this work aims to analyze the limitations/failures of the State as an agent producing public policies in the promotion of water citizenship and, consequently, the formation of informal water markets and the new legal relationships that gravitate around these new narratives. For that, a case study was carried out, in which it was observed that some neighborhoods of Alagoa Nova, given the absence of the State in the supply of water, created their own supply system, which, through private canalization, with their own pipes, began to supply their homes through individual charges and at a fixed monthly price. The research brings, as a result of the project, the conclusion that the collapse of public water supply services in the researched location promoted the development of informal markets, characterizing a process of commodification of water, which is not linked to the privatization of sanitation services, but in informality and irregularity.
