The study aims to analyze the security policy implemented by the government of the State of Paraíba and its contribution to the guarantee of individual freedoms, based on the concept of development enunciated by Amartya Sen (2000). In order to achieve the objectives, exploratory and descriptive research was adopted as a methodological procedure for theoretical construction, with a quantitative approach to analyze the data found in relation to public security policy in Paraíba. In organizing the data, the number and rates of homicides were chosen to measure the behavior of crime in the state. The data collection, for the time span from 2000 to 2019, was carried out with IPEA and the Secretary of State for Public Security and Social Defense of Paraíba. The observed results point to the construction of a multisectoral state public policy in Paraíba, with a management model focused on achieving goals to reduce crimes, increase security, guarantee public order, preserve fundamental rights and a culture of peace. The collected data point to a strategic institutional change, with a view to confronting the criminal problem; investments in technology, professional development, seizure of firearms, and reduction of lethal violence rates. The final considerations point to the intersection between security, public policies and development, understood as an expansion of freedoms, but emphasizes the need to understand the complexity of security and the criminal phenomenon. It is noted that the Paraíba United for Peace Program fostered the instrumental and substantive freedoms of Paraíba citizens, thus being a driver of development.
