Acidentes de motocicleta em Paranavaí-PR: uma análise para o Sistema Único de Saúde e para o DPVAT

The aim of this study is to characterize the motorcycle accidents in urban area of Paranavaí-PR in 2007 and determine the economic impact of hospital admissions due to motorcycle accidents from the perspective of Sistema Único de Saúde (SUS, Unified Health System), and Compulsory Insurance for Damage by Motor Vehicles Personal Pathways to Earth (DPVAT). It s a cross-sectional, retrospective study based on researches and analyses of SIATE´s database, DPVAT´s database and Hospital information system of Unified Health System (SIH-SUS) with the variables: gender, age, type of accident, victim´s condition on accident, accident month, severity, hospital admission frequency, cost, cost components, deaths and medium time of SUS permanence. The starting point of the research happened in the SIATE´s system to get the data of all the victims involved in motorcycle accidents in the urban area of Paranavaí in 2007. The following step took place in the DPVAT internal system and in SIHSUS. SIATE´s professional, at the moment of the first aid, judge by severity´s codes, in 1 light lesions, 2 serious lesions without life risk, 3 serious lesions with risk of life and 4 to deaths. From the studied population, that consisted of 655 victims (440 men and 215 women), with an average age of 29,5 year-old, there were 598 (91,3%) injured and 11 (1,7%) of deaths. In relation to the victim's condition, the motorcycle drivers were the most frequently injured in the accidents (459), and the most frequent type of accident was between automobile and motorcycle. Concerning to the frequency of Hospital admission (SUS, DPVAT or both), an average of 27% of the victims were admitted (177 of 655). From this total, 106 had their expenses covered by DPVAT, 58 by SUS and 13 by both. The admissions by DPVAT caused a total cost of R$191.423, 43, a medium payment of R$ 1.608,60 per admission. About the cost of SUS admissions due to the accidents, the total was of R$ 42.342,20, a medium expense of R$ 450,44 by AIH and of R$ 596,37 by patient. The average cost of the traffic accidents admission involving motorcycles was of R$ 1.321,00 and for the code 1 of R$ 885,00, for the code 2 of R$ 1.377,00 and for the code 3 of R$ 2.034,00. According to the research, it was possible to characterize the accidents and estimate the economic impact of hospital admissions due to motorcycle accidents. This is a clear indicative of the necessity to apply public politics that give priority to the right application of the financial and human resources to reduce the accidents and its seriousness.
