This text is about the history of the Brazilian Health Reform (BHR), be-tween the end of the 70s to 1998. The main focus of the investigation is placed on the role attributed to the idea of health as a social right. It points out special features of the Reform history such as the politically favorable period of time of the Brazilian redemocratization process in which happened the decisive 8th National Health Conference, that generated the initial project of the BHR. Another special feature of its history pointed out in the text is the formation of a health political front , uniting various groups of the Brazilian society, behind the banner of health as a universal right and a State obligation ; and headed by intellectuals with medical background and leftist orientation. The text tries to demonstrate that the lack of precise definition of the so-cial rights to health care and of the institutional instruments to protect such rights is weakening the possibilities of success of the BHR in our days. This study involves both a review of political science theory - in which are discussed concepts such: as the character of the modern democratic States, political hegemony, and of citizen s rights - as well as an investigation of: the Brazilian social laws; the final reports of the last three National Health Conferences; and the resolutions of The Brazilian National Health Council, between 1991 and 1998.
