This dissertation will investigate how the Brazilian Support Service to Micro and Small Businesses (Serviço Brasileiro de Apoio às Micro e Pequenas Empresas)(SEBRAE), was created. We will also follow its trajectory from the time of its creation up to the present day. SEBRAE was founded in 1972, as part of the Ministry of Planning and General Coordination (Ministério de Planejamento e Coordenação Geral) (MPCG) during the Garrastazu Médici government (1969-1974). In the 1970s, when the general Capital crisis started affecting Brazil, this organization also started a gradual transformation, culminating in its privatization in the first year of the Collor de Mello (1990-1992) government. The privatization process consolidated SEBRAE?s definitive passage from political society to civil society and widely altered its operations together with the power block. Even though some of its functions haven?t changed significantly, SEBRAE?s directors have definitively incorporated the role of formulating and disseminating an ideology in support of a new phase in capitalism. As such, nowadays, SEBRAE fulfills its role by producing a social consensus about the economic and social importance of micro and small businesses, helping develop policies and laws to this end, and, finally, taking on the ethical role of the State, through which it accomplishes its educational function to teach individuals as integrated to a collective will. The history of this organization is analyzed in light of Gramsci?s reflections on hegemony and the Full State, capable of, among other aspects, aiding in a comprehension of the mediate relationships established between civilian organizations and the power block
