This Master Theses analyzes, from the socio-political point of view, the social work programs developed in the social housing managed by the federal government through the Ministry of Cities, within the context of the current National Housing Policy. The proposed research seeks to examine the practical and ideological content that shape the social work, demonstrating the casual and structural elements that define a specific pattern of social intervention aimed at lower social classes regarding their access to housing through formal housing aquisition systems. Considering the theoretical implications in which the housing issue in the country is embedded, this research is based on the following assumptions: social work starts to articulate itself as per the standard interventionist hegemonic confrontation with the social question, here represented by the exclusion of a huge portion of the population of thier right to housing and the use of social services in urban space, ie, this assistance reaches the minimum in the face of hegemonic interests of Capital; the content of social work and its forms of regulation, especially from the late 1990, will present a greater rigidity and control of work processes and the government response to the demand of low-income population for housing and urban development; social work developed in the social housing programs within the current National Housing Policy retakes the technical and operating angle of the social intervention pattern delimited by multilateral organizations, in particular, the model developed by the Inter-American Development Bank (IDB) through the Program Habitat Brazil IDB and its actions in the field of Urban Development of Subnormal Settlements Subprogram. The research was based on institutional data pertaining to social work and social interest housing programs produced by the Ministry of Cities (administrative acts, ordinances, decrees and operational standards), the National Housing Department (technical studies, guidance manuals) and Federal Savings Bank (CEF) (Technical Guidance Booklet for Social Work COTS). Documents prepared by the IDB, technical manuals and notebooks from the Program Habitat Brazil IDB were also used. This essay observed that social work has served as a passifier", consent and agreement, providing the basis for urban development in the country filed under the aegis of capitalism in the twenty-first century. While taking over old practices, linked to discipline and control the population, community development, typical of the years 1950 and 1960, it does so through a "tunnel", masked by the objectives and rules that guide the current National Housing Policy
