The Council in its various sectoral areas - from the Brazilian Federal Constitution of 1988 - becomes a major population share of conduits in the design, supervision and management in the field of social policies. Thus, mobilization, participation and social control in the struggle to defend social rights constitute challenges to the social worker, since that category stands out in its norms have opted for a professional project that envisages the construction of a new order corporate, positioning itself in favor of equity and social justice and committing to the defense of deepening democracy and socialization of socially produced wealth. Thus, this study aims to analyze the possible contradictions and tensions in the operation process of social workers entered the State Council of the Rio de Janeiro Health, in view of the prospect of social control "democratic". Therefore, we use the material made possible by interviews and the observations made on site visit of study in order to identify the impacts of societal transformations and the influence of the Brazilian socio-historical formation in the participation of social workers on this Council and discuss the wage condition in face of the relative professional autonomy. We seek to discuss, even if this professional develops his work in the direction of deepening democracy as socialization of politics and socially produced wealth, as reference of its Code of Ethics in force. Of course, for this, we also have the resources accumulated through our experience and expanded literature. Therefore, we seek to unravel the dimension of ideas, awareness of the professionals interviewed, its values and ethics in their profession - that is, to analyze the relation of interviewed expression with social life and social work, given our object study.
